The Bureau of International Security and Nonproliferation, Office of Export Control Cooperation (ISN/ECC) seeks proposals for focused advisory and training engagement(s) to support Government of Ukraine’s efforts to become familiar with and establish implementation best practices and mechanisms, and to develop practical skills for FDI screening.
SN/ECC envisions the following activities, but alternative concepts and/or approaches may be considered if they can demonstrate a more effective approach to supporting partner implementation and meet the relevant ISN/ECC Program goals.
- Training – Identify and provide training to the GOU interagency on international best practices / models / mechanisms for practical implementation of the FDI screening, required skills and tools;
- Advising – Work with the GOU institution(s) to support development of implementation policies and procedures.
Duration
- Length of performance period: 12 to 18 months
Funding Information
- Award may range from a minimum of $50,000 to a maximum of $98,667 (approximately)
Expected Outcomes
- The proposal should achieve a level of progress where the Government of Ukraine, in collaboration with industry and academia, actively monitor, regulate, and respond to emerging technologies through updated policies and enhanced practices, licensing, enforcement and outreach coordination.
Eligibility Criteria
- The following U.S. or foreign organizations are eligible to apply:
- Not-for-profit organizations, including think tanks and civil society/non-governmental organizations
- Public and private educational institutions
- For-profit organizations (only if allowed by appropriation – not for PD funds) Applications submitted by for-profit entities may be subject to additional review following the panel selection process.
