The International Renaissance Foundation (IRF) is seeking applications for the Analysis and monitoring of the implementation of policies and programs for environmental protection at the local and regional levels to promote the quality and efficiency of the formation of programs aimed at protecting and preserving the environment at the regional or local level, ensuring their productive and fair implementation in the future; to raise to a qualitatively new level the public discourse on the implementation of environmental programs and other socio-economic programs, where there is an environmental component, through the prism of anti-corruption.
The purpose of the competition:
- to improve the quality and efficiency of the formation of programs aimed at protecting and preserving the environment at the regional or local level, ensuring their productive and fair implementation in the future;
- to raise to a qualitatively new level the public discourse on the implementation of environmental programs and other socio-economic programs, where there is an environmental component, through the prism of anti-corruption.
- The total budget of the competition is UAH 2,500,000.
- The maximum total amount of funding for one project (both parts) is UAH 500,000.
Tasks
- analyze the state of implementation of adopted policies and programs of environmental orientation, in particular, programs of socio-economic development, which have an environmental component, the level of funding for environmental activities within these documents, as well as analyze possible abuses and corruption, etc;.
- analyze the extent to which the requirements of the relevant legislation (for example, the requirements for distance to water sources) were observed during the formation and adoption of socio-economic development programs and whether possible corruption risks were taken into account;
- analyze whether the policies and programs selected for monitoring correspond in practice to the national strategic goals of environmental protection and rehabilitation;
- based on the analysis of the integrity of the implementation of environmental and other programs, where there is an environmental component, to conduct a broad information campaign in case of detection of abuse or corruption;
- by holding public debates stimulate public interest in the implementation of environmental and other programs with an environmental component, to promote eco-thinking and eco-culture, as well as to cultivate intolerance of citizens to corruption in the use of natural resources on the researched issues.
Eligibility Criteria
- Contest participants: Consortia from two civil society institutions (CSOs) are invited to participate in the competition – one of which has practical experience in combating corruption, and the other is a EPAIU grantor. Contest participants can be registered in any region of Ukraine.
Criteria
- compliance of the submitted project proposal with the purpose and objectives of the competition;
- focus of the project goal and mutual compliance of all sections of the project proposal;
- clear connection of the project proposal with the program / policy selected for monitoring, aimed at protection and preservation of the environment at the regional or local level, availability of an appendix – Toolkit for analysis and monitoring of the program / policy;
- structured vision of the communication component of the project, the presence of an indicative program of public debates on the results of the project;
- realistic implementation of the project, a clear plan for its implementation, the certainty of the expected results;
- the projected impact of the project on the achievement of positive changes, the involvement of authorities and civil society institutions in achieving these changes;
- the roles of the two main project implementing organizations and the partners involved are clearly stated;
- previous experience of the tender participants (the main two organizations-executors of the project) in carrying out the activities envisaged by the project proposal;
- taking into account the principles of non-discrimination and gender equality when formulating a project proposal;
- budget balance of the project proposal (availability of project co-financing is welcome);
- availability of meaningful and financial reports for the previous calendar year published by the bidder.
