UN Women has announced a call for proposals for “EU/UN Spotlight Initiative 006-2019”.
The European Union (EU) and the United Nations have embarked on a new, global, multi-year initiative focused on eliminating all forms of violence against women and girls (VAWG) known as the EU/UN Spotlight Initiative.
The Spotlight Initiative places all forms of VAWG at the center of efforts to achieve gender equality and women’s empowerment in line with the 2030 Agenda for Sustainable Development.
Through a comprehensive approach, the Spotlight Initiative will focus its work on eliminating SGBV and HP, and addressing SRHRs, through six key pillars: 1) developing and implementing relevant legislation and policies; 2) strengthening national and sub-national institutions; 3) preventing violence through evidence-based programmes and campaigns; 4) establishing essential services for victims and survivors; 5) ensuring the collection and use of prevalence and incidence data and ; 6) working with civil society organizations and women’s movements.
UN Women as part of the EU/UN Spotlight Initiative is implementing activities under Pillar 3: Dissemination and Roll Out of the Comprehensive Prevention Strategy and Action Plan is putting forth a call for proposal to identify and select two or more partners to implement this project and deliver on project activities as reflected in this Call For Proposal.
Under the EU/UN Spotlight Initiative, this Call for Proposal is with reference to the following activity UN Women is implementing:
- Activity: Dissemination and Roll Out of the Comprehensive Prevention Strategy and Action Plan.
- This Call for Proposal will provide the opportunity for potential partner organizations to apply, wherein UN Women will identify and select one partner to implement this project. The selected partner(s) will then be expected to deliver on project activities as reflected in the Call for Proposal.
- Important to note is that the Comprehensive Prevention Strategy and the Communication Strategy will be utilized at the national, sub-national, and community levels. The Communication Strategy is expected to inform the application of the Comprehensive Prevention strategy and that potential partners must be aware of the need for alignment/synergies/complementarities between these two spotlight documents which will be made available upon finalization.
Activity target group
The implementation of the project will be based on inclusive and participatory approaches to ensure that all counties and community stakeholders including traditional and religious leaders, community leaders and members, Persons with Disabilities (PWD), LGBTIs, Rural Women, Persons Living with HIV (PLH), etc. are engaged. Thus, the project, which is geared towards transformative behaviour change and ending all form of VAWG and discrimination against marginalized and vulnerable groups, will work with CBOs in the 5 selected counties and reach out to at least 25 communities in each of the 5 Spotlight Counties.
Expected Outcomes and Outputs
This project will invest in addressing:
- Outcome Three (Prevention and Social Norms) of the Liberia Spotlight Initiative (LSI) under the outcome statement: Harmful social norms and practices and other forms of GBV are eliminated through inclusive participation, awareness of their negative impacts, and through community-driven solutions at the national, county, community, household and individual levels.
- Output 3.1 under outcome 3 of the Spotlight Initiative: National comprehensive Prevention Strategy developed and implemented to promote gender equitable norms, attitudes and behaviors, in line with international standards.
Project Location
The project will target five counties (Lofa, Grand Cape Mount, Montserrado, Nimba and Grand Gedeh) and 125 communities (25 communities per county) based on the prevalence of SGBV as evidenced by the Social Cohesion and Reconciliation (SCORE) Study1 including aggression by respondents in daily life; their endorsement of political violence; and their endorsement of SGBV and HPs, as well as data on SGBV by the MGCSP and the Demographic Health Survey (DHS) data from the Ministry of Health (MoH).
Language of proposals
- The proposal prepared by the proponent and all correspondence and documents relating to the proposal exchanged between the proponent and UNWOMEN, shall be written in English.
- Supporting documents and printed literature furnished by the proponent may be in another language provided they are accompanied by an appropriate translation of all relevant passages in English.
- In any such case, for interpretation of the proposal, the translation shall prevail. The sole responsibility for translation and the accuracy thereof shall rest with the proponent.
