UN Women is seeking Responsible Parties to implement initiatives for Syria aimed at supporting women’s groups to build alliances on women’s rights, to facilitate long-term dialogues, to undertake trust-building activities, to build support for the political process, and to implement initiatives that link local civil society to the political process.
UN Women is seeking Responsible Parties in implementing initiatives related to:
- Increasing trust and cooperation across different constituencies at the community-level on issues of gender equality and women’s rights. The objective of the work is to increase trust and cooperation across different constituencies, to create opportunities for strategic alliances between women’s rights actors and leaders to influence Syria’s transition process. The dialogues should take place at the community level, primarily inside Syria, and should reflect geographic diversity while being representative. The dialogues should be long term and build on each other — seeking change and partnerships at the community and local level rather than a focus on influencing the international arena. Dialogues should focus on issues and themes relevant to Syria’s ongoing political process. Dialogues should focus on the identification of areas of convergence and divergence alongside charting out options to overcome issues identified, ensuring the inclusion of problem-solving elements in all initiatives.
- Connecting local women’s civil society to the ongoing political process, including the articulation of common priorities and issues related to women’s rights and gender equality. The objective of this work is to support bottom-up approaches to understanding priorities around gender equality and women’s rights and connecting them to the ongoing political process.
No prescribed methodology for how this work is to be undertaken is given. Instead, applicants are encouraged to set out the methodology they think fits to achieving the following results:
- Increased tolerance, collaboration and alliances on key gender equality issues across women’s rights actors, women’s leaders and women’s organizations at the local level and
- increased participation of women and the inclusion of gender perspectives in Syria’s political process.

The budget range for this proposal should be USD100,000-300,000
Respective Activities
- Set criteria and identify potential target communities, women leaders/champions/ organizations who can engage in the work being proposed. The criteria should ensure wide outreach and representation of Syrian women voices (inside Syria or in the diaspora).
- Use peacebuilding tools to attempt to build tolerance, increased collaboration and increased alliances on key gender equality issues across women’s rights actors, women’s leaders and women’s organizations at the local level — to influence Syria’s transition (to call for accountability to women’s rights); Develop three knowledge products around thematic issues identified (that relate to the political process), highlighting points of convergence, divergence and key priorities on each of the thematic topics for the upcoming five years.
- Baseline and end line monitoring data to measure trust and collaboration.
Eligibility Criteria
- Services being requested must be part of the key services that the proponent has been performing as an organization. This must be supported by a list of at least two customer references for which similar service is currently or has been provided by the proponent.
- Confirm proponent is duly registered or has the legal basis/mandate as an organization
- Confirm proponent as an organization has been in operation for at least five (5) years
- Confirm proponent has a permanent office within the location area.
- Proponent must agree to a site visit at a customer location in the location or area with a similar scope of work as the one described in this CFP.
- Proponent has not been the subject of a finding of fraud or any other relevant misconduct following an investigation conducted by UN Women or another United Nations entity. The Proponent must indicate if it is currently under investigation for fraud or any other relevant misconduct by UN Women or another United Nations entity and provide details of any such investigation
- Proponent has not been the subject of any investigations and/or has not been charged for any misconduct related to sexual exploitation and abuse (SEA).
- Proponent has not been placed on any relevant sanctions list including as a minimum the Consolidated United Nations Security Council Sanctions List(s), United Nations Global Market Place Vendor ineligibility and the EU consolidated Sanction list.
Competencies
- Technical/functional competencies required;
- Demonstrated focus on women’s rights and gender equality and Syria;
- Track record in holding dialogues across diverse communities;
- Experience in implementing programming that draws on peacebuilding frameworks and conflict sensitive approaches;
- Capacity to deliver expected results: governance and management competency, and financial and administrative’ competency;
- Linkages to Syria’s ongoing political process; and
- The relevance of the mandate and the role of the organization to implement expected results and to contribute to the sustainability of said results.
Other competencies which while not required can be an asset for the performance of services
- National organizations based within the Middle East, youth organizations, and disabled person organizations (DPOs) are strongly encouraged to apply.
