The UN WOMEN is inviting sealed proposals from qualified proponents for its Template for Responsible Parties (For Civil Society Organizations – CSOs) programme.
The project will focus on ensuring joint delivery of a comprehensive, sequenced ‘package’ of core interventions to support women’s economic and social empowerment – through a combination of direct implementation and on-the-ground coordination with other community-level programming, namely on:
- Agricultural development – women farmers’ access to land, credit, agricultural inputs, and services
- Social safety nets / social protection for vulnerable rural women smallholder farmers
- Social norm change – engaging rural men and boys and rural community leaders including building the capacity of grassroots leaders and organisations to challenge and change attitudes and behavior towards women, their value, roles, and responsibilities
- Literacy training for rural women smallholder famers
- Business development skills for rural women smallholder farmers
- Access to finance for women farmers through further expansions of the VSLA methodology and working with others on access to finance for agriculture

- The budget range for this proposal should be [USD 100,000 Min. – USD 150,000 Max.]
Expected Outcomes & Outputs
The key outcomes and outputs under the project include:
- Outcome 1: Rural women smallholder farmers have enhanced leadership and participation in their communities, households, organizations, and associations.
- Output 1.1: 500 women smallholder farmers, including 200 young women have enhanced confidence and leadership skills to take an active part in decision-making processes at the household and community levels.
- Output 1.2: 500 women smallholder farmers, including 200 young women have greater organisational capacities to form, sustain and participate into producer organizations, cooperatives, and associations.
- Outcome 2: Women smallholder farmers have increased income to secure their livelihoods and create wealth
- Output 2.1: 500 women smallholder farmers, including 200 young women have enhanced value chains to access markets for their products.
- Outcome 3: Rural women have enhanced leadership and participation in their communities and in rural institutions.
- Output 3.1: 500 rural women, including 200 young women have enhanced confidence and leadership skills to take an active part in local governance systems.
- Output 3.2: 500 rural women, including 200 young women have greater organisational capacities to form, sustain and participate into producer organizations, cooperatives, and associations.
- Output 3.3: 500 rural women, including 200 young women, have enhanced awareness on their rights in a more supportive community/local environment
Eligibility Criteria
- UN-Women is soliciting proposals from Civil Society Organizations (CSOs). Women’s organizations or entities are highly encouraged to apply.
- Competencies:
- Technical/functional competencies required.
- A brief description of the organization, including its registration details and relevant experience working on issues pertaining to literacy and numeracy, human rights, awareness raising campaigns, sustainable livelihoods, business and economic development, empowerment, and community engagement and participation, particularly in rural areas. This should also include:
- Proposed staffing (number and expertise) for the services to be delivered.
- Organizational experience and proven track record/credibility on the provision of services described and areas of expertise relevant to the services required
- A brief description of the organization, including its registration details and relevant experience working on issues pertaining to literacy and numeracy, human rights, awareness raising campaigns, sustainable livelihoods, business and economic development, empowerment, and community engagement and participation, particularly in rural areas. This should also include:
- Other competencies, which while not required, can be an asset for the performance of services Relevant experience in partnerships with UN Women, other UN agencies, governments, NGOs, and other development actors
- Technical/functional competencies required.
- Mandatory requirements/pre-qualification criteria:
- Confirm that the services being requested are part of the key services that the proponent has been performing as an organization. This must be supported by a list of at least two customer references for which similar service is currently or has been provided by the proponent.
- Confirm proponent is duly registered or has the legal basis/mandate as an organization.
- Confirm proponent as an organization has been in operation for at least five (5) years.
- Confirm proponent has a permanent office within the location area.
- Proponent must agree to a site visit at a customer location in the location or area with a similar scope of work as the one described in this CFP.
- Confirm that proponent has not been the subject of a finding of fraud or any other relevant misconduct following an investigation conducted by UN Women or another United Nations entity.
- Confirm that proponent has not been the subject of any investigations and/or has not been charged for any misconduct related to sexual exploitation and abuse (SEA).
- Confirm that proponent has not been placed on any relevant sanctions list including as a minimum the Consolidated United Nations Security Council Sanctions List(s), United Nations Global Market Place Vendor ineligibility and the EU consolidated Sanction list.
