UN Women is issuing a Call for Proposals (CfP) to select a responsible party to contribute to the programme Specific Objective 3: To empower women and girls (including those from disadvantaged groups) who have experienced discrimination or violence to advocate for and use available, accessible and quality services and more specifically to Output 3.3: Better access to and improved service provision for women from minority and disadvantaged groups.
Civil society organizations that are legally registered in Turkey are invited to apply for this Call for Proposals to promote women survivors’ access to justice and specialist services, under Phase II of the programme “Ending Violence against Women: Implementing Norms, Changing Minds”.
The overall goal of this Call for Proposals is to increase women’s access to justice and/or specialist services in Turkey, particularly the most marginalized groups of women.
The expected result of the project is increased knowledge regarding and access to justice and/or specialist services that are available for women survivors of violence and discrimination, particularly for the most marginalized groups of women.
The planned interventions will focus on promoting the right of women to receive information about available justice and specialist support services for survivors of violence. Furthermore, the planned interventions will promote access to those services, address state and non-state service providers’ capacity building needs and develop models for the establishment of non-existing services in line with the Istanbul Convention (e.g., rape crisis centres, risk assessment and management mechanisms, etc.). With a view to achieving output 3.3: Better access to and improved service provision for women from minority and disadvantaged groups, it is expected that the selected CSO will, inter alia:
- Ensure the provision of services is based on a gendered understanding of violence, is not dependent on the survivors’ decision to press charges, and targets survivors’ empowerment;
- Ensure the information provided to survivors is comprehensive, practical, and tailor-made, to ensure their immediate access to support, and to guide them with accurate information through their decisionmaking process;
- Ensure support services are offered in a wide spectrum and are in line with the Istanbul Convention’s quality standards;
- Design and implement innovative cutting-edge campaigns to inform women about their rights and justice services available to them, including marginalized women;
- Improve information systems for women to seize opportunities to access justice, including marginalized women;
- Ensure that women, and in particular marginalized women, are informed about local and national referral mechanisms for victims of sexual and gender-based violence and how to gain access to the formal justice mechanism.
Funding Information
- The budget range for this proposal should be max. TRY 318.000
- The project is expected to be carried out within the months of April 2020 and April 2021.
Competencies
- Technical/functional competencies required:
- Rights-based organizations that are legally registered in Turkey and have specialized knowledge and expertise, as well as a track record of working in women’s human rights and ending VAW programming, including but not limited to: non-governmental organizations, community-based organizations and advocacy networks (at national or sub-national level);
- Other CSOs that are legally registered in Turkey and have previous experience in a) provision of services to survivors of violence and/or b) engaging with communities on changing gender harmful stereotypes;
- The CSO will be selected only if it has proven capacity to deliver the proposed activity. The CSO’s capacity will be assessed by UN Women as per UN Women’s policies, rules and regulations.
- Other competencies, which while not required, can be an asset for the performance of services:
- Experience in providing specialist services for survivors of VAW
- Experience in providing capacity building trainings
- Experience in collaborating with other stakeholders in the field, particularly with public service providers
