The United Nations Development Programme (UNDP) in the Kyrgyz Republic under the UNDP Biodiversity finance initiative Phase II project has announced a tender for Provision of consultative support to implementation of the BIOFIN’s financial solution on “Reforming harmful agricultural subsidies to promote green/organic agriculture”.
Goal
The overall goal of the assignment is to reform environmentally harmful agriculture subsidies (government policies) in order to remove barriers to the introduction of green / organic practices in the sector.
Objectives
The ToR aims at developing measures for the effective reform of harmful for environment and biodiversity subsidies, making them less harmful for biodiversity and transformation to positive ones. It is important to minimize losses for socially vulnerable groups of the population, which depend on the agriculture subsidies.
Focus Areas
The following subsidies will be in the focus of this task:
- irrigation subsidies
- support for agricultural producers through VAT exemption on mineral fertilizers and pesticides imports.
- subsidizing of interest rates for loans to agricultural producers and exporters.
- cash transfers, tax deductions, preferential requirements for contributions to the Social Fund, etc.
Eligibility Criteria
- The organization / consortium of organizations should possess the following:
- Availability of legal documents of the organization – legal registration from the relevant state body (enclose a copy).
- Previous experience with state institutions on implementation of activities in the field of Public Finance Management (provide descriptions of the assignments).
- Experience of analytical/research work in the field of public management (provide with descriptions of the last assignments).
- Team leader
- Higher education in social sciences / public administration
- Professional experience in the field of analysis and expertise of regulatory legal acts on expediency, legitimacy and corruptibility;
- Experience in the development of national / sectoral / regional strategic development documents.
- Experience in successful projects / cases as a team leader
- Public Finance Management Consultant
- Higher education in social sciences / public administration
- Professional experience in the field of Public finance/ fiscal management
- Proven working experience in development projects related to the agricultural or environmental sector.
- Experience of performance of analysis of government subsidies is an advantage.
- Agriculture Sector Consultant
- Higher education in agriculture / socialsciences/ public administration/
- Consultative experience in the agriculture sector and/or water management /
- Proven working experience in development projects related to the reforming of agricultural sector.
- Experience in the public service with focus on management of agriculture is an advantage.
