The United States Development Programme (UNDP) has announced the applications for Awareness Raising and Capacity Building for Private Sector on conducting Human Rights Due Diligence.
As a key regional development partner, India plays a central role in promoting the implementation of the United Nations Guiding Principles on Business and Human Rights (UNGPs) in Asia.
While there is increased awareness of the Business and Human Rights agenda (BHR) in India and visible uptake is observed, serious challenges remain in implementation. Indeed, implementation of the UNGPs will require dedicated efforts to create and enforce rights centred frameworks and laws, ensure policy coherence and build the capacity of all key stakeholders, from government ministries and the business sector to civil society.
Objectives
The assignment will directly contribute to the fulfilment of objectives outlined as follows:
- Businesses involved have an improved understanding of the UNGP’s Human Rights Due Diligence framework;
- Clarify the requirements of HRDD (through targeted capacity building curricula), in two sectors, by tacking closely to internationally agreed principles and widely understood terminology;
- Businesses involved are able to identify gaps in their Human Rights Due Diligence (HRDD) process;
- Businesses involved possess the tools required to implement effective HRDD practices;
- A specified number of beneficiaries are supported and recorded through the activity
Deliverables
Under the overall supervision of the Business and Human Rights Specialist, Inclusive Growth UNDP India and in close cooperation with the BHR regional team, the selected Service Provider will be task to support/provide services listed:
- Based on UNDP’s HRDD Guide, develop and finalize the curriculum and materials required to conduct atleast three (3) sessions for businesses that fulfils the objectives listed in the outputs, in consultation with UNDP.
- Conduct
- HRDD training/capacity building workshops for businesses (general) which includes a pre- and post- training test (approximately 100 participants)
- HRDD training/capacity building workshops for businesses in two identified sectors, which includes a pre- and post- training test and a list of agreed-upon actions to be completed by businesses within a given timeframe. (estimated at 25 participants for each session) Both activities are to include the preparation and dissemination of a feedback questionnaire.
- Collate feedback from businesses on the actions stipulated (through feedback questionnaire and/or follow up workshop) and provide basic feedback, as necessary.
- Submit an evaluation report to UNDP on the training and actions taken by businesses to support HRDD mainstreaming
Eligibility Criteria
- Minimum 5 years of experience in organizing sessions and delivering trainings in corporate governance, sustainable economic development & trade, business and human rights, responsible business conduct, social or environmental governance, international development, or related disciplines;
- Proven track record of designing and delivering training on corporate governance issues, business and human rights and/or human rights due diligence (at least 2);

- If bidders do not meet any of the listed criteria, their proposals will not be considered for further evaluation.
- Bidders meeting listed criteria are required to submit evidences (details / documents) in support – otherwise proposal may be disqualified
Assessment Criteria
- Technical Proposal (70%)
- Proven expertise and experience on corporate governance, business responsibility, business and human rights and human rights due diligence of the Service Provider (including networks with businesses): 20 marks
- Proposed methodology: 40 marks
- Management structure and qualification of key personnel: 10 marks
