The United Nations Development Programme (UNDP) is accepting project proposals within the framework of the Public Call “Regional Program of Local Democracy in the Western Balkans 2 (ReLOaD2)”.
The Regional Program of Local Democracy in the Western Balkans 2 (ReLOaD2) builds on earlier successful initiatives supported by the European Union (EU) – the Project for Strengthening Local Democracy (LOD, 2009-2016) and the Regional Program of Local Democracy in the Western Balkans (ReLOaD, 2017- 2020). As a regional initiative, ReLOaD2 is implemented in the Western Balkans, specifically in Albania, Bosnia and Herzegovina (BiH), Kosovo , North Macedonia, Montenegro and Serbia, in the period from 2021 to 2024. ReLOaD2 is funded by the European Union (EU) and implemented by the United Nations Development Program (UNDP).
Project Goal
The goal of the project is to strengthen democracy and the EU integration process in the Western Balkans by empowering civil society and encouraging young people to actively participate in the decision-making process, as well as to improve the legal and financial framework, in order to encourage the development of civil society.
Objectives
The specific objectives are as follows:
- Implement professional training for digital skills for at least 35 users, young people of female and male gender, up to 30 years of age, who reside in the territory of one of the seven partner local governments of the ReLOaD2 project (Babušnica, Vladičin Han, Vrnjačka Banja, Kruševac, Novi Sad, Subotica and Topola).
- To implement training for “soft skills” to support the employability of young people, for at least 10 beneficiaries in each of the seven partner local governments of the ReLOaD2 project (Babušnica, Vladičin Han, Vrnjačka Banja, Kruševac, Novi Sad, Subotica and Topola).
Project Focus
- Strengthening of partnerships between local self-governments and civil society by expanding the successful model of transparent financing of CSOs (LOD methodology) from the budget of local self-governments, aimed at greater civic participation and youth participation in decision-making processes and improvement of service delivery in local communities.
- Encouraging local governments to use public funding of CSOs in a transparent and development-oriented manner, recognizing local needs and accepting a project-based approach.
- Promoting the engagement of young people and providing support for the implementation of youth initiatives, as well as working to improve the economic perspective of young people in partner local governments
Funding Information
- Project proposals with a required budget of up to USD 149,000 can be submitted to this public call.
- One citizen’s association can submit one project proposal.
- The grant awarded under this Public Call can finance administrative costs, staff transportation costs, equipment purchases and staff costs in a maximum amount of 30% of the requested amount. The rest of at least 70% of the financial resources should be earmarked for the programmatic activities of the project.
- The length of the project is 18 months. It is planned that the implementation of the activities will begin in September 2022.
Location
Projects must be implemented exclusively in the area of the seven partner local governments and for the benefit of the citizens who live there.
Eligibility Criteria
- Participation in this public call is open, on equal grounds, to all formally registered associations of citizens in the Republic of Serbia, in accordance with the applicable legal regulations in the Republic of Serbia.
- In order to apply for the public call, the project applicant must:
- to be a non-profit legal entity registered in the Republic of Serbia in accordance with current legal regulations.
