Under the Unified Budget, Results and Accountability Framework (UBRAF), UNDP, UNAIDS and OHCHR seek to maximize the coordination, coherence and impact of the UN AIDS response; according to the realities observed during the celebration of the International Day of May 17, LGBTIQ populations suffer from stigma and discrimination in society and are sometimes even victims of physical and psychological violence.
And it is to draw up this situation that a call for projects has launched for the recruitment of a civil society organization that will implement the project.
This call for projects is primarily intended for existing and specialized structures in the required fields. Priority will be given to CSOs already operational and operational in the field, in order to strengthen their capacities and extend their fields of action.
The object if the overall purpose of this call is to reduce project, or eliminate stigma and discrimination dont LGBTIQ people are victims.
Specific Objectives
The specific objectives are :
- Fight against all forms of discrimination and stigmatization towards LGBT IQ populations ,
- Sensitize LGBT IQ populations to reduce their vulnerability to STIs and HIV / AIDS,
- Promote all forms of partnership to reduce the spread of STIs and HIV / AIDS and reduce see deleted e st stigma and discrimination related to sexual orientation ,
- Conduct advocacy with various decision-making bodies in order to achieve the acceptance of the groups in sexual orientation and identity of minority s kind for respect for the inalienable rights they enjoy,
- Conduct activities to raise awareness and promote respect for the fundamental rights of LGBTIQ populations so that they are protected from all acts of physical and / or psychological violence ,
- Strengthen the capacity of the CSO
Funding Information
The overall budget made available under this Call for Proposals is Ariary 30,000,000.
Eligibility Criteria
- Administrative criteria (eliminatory)
- A summary presentation (profile) of the NGO: Existence of a detailed document demonstrating the structure of the organization, with an organization chart, the number of staff, its qualifications. The CVs of the key members of the team to join the offer.
- To benefit from this grant, the applicant civil society organization (CSO) must be an association, a Non-Governmental Organization (NGO) or a non-profit-making, legally constituted grouping organization of Malagasy organizations; having at least two (2) years of existence (exclusive criterion) and in the field concerned.
- Justify a legal existence in the form of a non-profit association under Malagasy law (Notarized Articles).

- Official approval or receipt of declaration issued by the DPIP (Ministry of the Interior for the association and the Ministry of Population for NGOs) or issued by the Province.
- The CSO must provide the following administrative documents:
- Up-to-date Fiscal Identification Card;
- Statistical map
- RIB bank account statement);
- Status, IR and Procedures Manual;
- Annual reports 2017 of the organization
- List of projects/activities that have been implemented by the organization as well as their added value (inputs / impacts).
- Letters of recommendation attesting to the good performance of the NGO/CSO from organizations, government institutions, stakeholders, or donors with whom projects/activities have been conducted
- Such administratively required documents/information must be provided to establish the eligibility of the tenderer’s response.
- It should be noted that these documents/information are mandatory and eliminatory; the absence of any of these documents/information will automatically result in the elimination of the tenderer at the preliminary stage of the actual evaluation with points awarded to achieve the selection.
- Technical criteria
- A methodological proposal for the implementation of the project:
- A narrative describing the general administration as well as the strategy of perpetuation of the fight against the discrimination and the stigmatization of the LGBTIQ populations.
- A table of the expected results of the activities and an implementation timeline that should not be older than 30 July 2019.
