UNDP would like to partner with an International Non-Governmental Organisation as a “Responsible Partner” to support peacebuilding efforts in Libya through the building of capacities of Civil Society Organizations active in the provision of Mental Health and Psycho Social Support (MHPSS) services and the direct provision of MHPSS services at the community level through in-house specialized field workers to be deployed across SFL locations in Tripoli, Bani Walid, Tawergha, Sirte, Sabha, Obari, Ghat, Kufra, Ajdabiya, Benghazi and Derna.
The Stabilization Facility for Libya (SFL) aims to bridge the critical period of transition from initial period of humanitarian relief towards mid- and long-term structural and sector-specific support. It includes interventions at the municipal level that seek to strengthen national unity and reinforce state authorities for all Libyans through support for local stability. The SFL is Libyan-led, with the Chair of the Presidency Council or his representative chairing the Board jointly with the UNDP Resident Representative for Libya, and the activities being implemented in cooperation with Libyan local authorities. The SFL is limited to specific localities depending on available funding but must be scalable to encompass the entire state territory.
This initiative aims to make a valuable contribution to the realization of the United Nation’s Strategic Framework for Libya 2019-2020 by improving the capacities of relevant Libyan institution to design, develop and implement social policies that focus on quality social service delivery for all women and girls, men and boys ( including vulnerable groups, migrants and refugees) in Libya towards enhancing human security and reducing inequalities.
Outputs
The SFL supports three activity sets, each with a dedicated output:
- Light Infrastructure Rehabilitation;
- Capacity Surge; and
- Local Peace Structures and Conflict Management Capacity.
Outcomes
The project will therefore seek to achieve two main outcomes:
- Prevention of deterioration of mental health and psychosocial well-being of community groups (including vulnerable groups, migrants and IDPs) in Libya.
- Improve the capacities of Civil Society Organizations to design, develop and implement quality social/MHPSS services for communities in Libya toward enhancing community cohesion and security.
Expected Activities
- Direct provision of MHPSS services at community level through a team of specialized and trained field workers:
- Consult the community and people with mental and psychological problems to identify target groups and assess MHPSS needs;
- On that basis design and implement core MHPSS interventions ensuring that people have access to quality care;
- Where applicable, ensure that psychosocial supports are integrated within pre-existing community services and networks;
- Organize campaigns , informational seminars and psychoeducational activities to raise awareness on the importance of MHPSS.
- Immediate technical capacity building and mentoring of civil society organizations on MHPSS service at community levels:
- Identify and select at least five local CSOs active in the areas of MHPSS to help with the implementation of the above-mentioned objectives;
- Design and deliver a capacity building program targeting selected local CSOs raising awareness on psychological distress and coping mechanisms;
- Provide support and guidance for selected CSO partners to develop and implement MHPSS activities to reinforce community cohesion and peace building activities;
- Through a micro capital grant scheme, fund on behalf of the SFL small projects and communitybased MHPSS initiatives designed and implemented by CSO organizations supporting UNDP’s stabilization interventions to foster social cohesion and build best practices with particular focus on youth and women.
- Learning:
- Provide recommendations for further implementation of capacity building for CSO partners in mental health and psychological support services for affected communities;
- Provide recommendation for ongoing supervision and support for local CSOs partners and case workers working with communities in needs of MHPSS;
- Effectively monitor and evaluate progress of learning outcomes.
Expected Deliverables
- Inception report that clearly defined the baseline methodology, such as clear outlines of the baseline timeline with specific deadlines for each deliverables.
- A list of recommended CSO to be considered for local partnership for the delivery of MHPSS services.
- A detailed capacity building plan for the selected CSOs addressing their needs in the area of MHPSS.
- Through a “Micro-capital Grant Scheme”, fund on behalf of the SFL small projects and community-based MHPSS initiatives designed and implemented by CSO organizations supporting UNDP’s stabilization interventions to foster social cohesion and build best practices with particular focus on youth and women.
- Fortnightly and quarterly progress report including updates on progress of the workplan and updates on conflict dynamics and emerging issues in target locations.
- Contribution to the SFL’s Output 3 Partners Workshop.
- Final self-evaluation workshop and report.
Budget
Indicate budget items with unit cost and quantities per Outputs detailing the following points:
- Result-based budgeting that shows how much is required to achieve each output;
- The administrative overhead cost should not exceed 18% of the total budget;
The amount requested in the proposal should be commensurate with the organization’s administrative and financial management capabilities.
The project duration is 12 months starting from the signature date. The contracted NGO should submit Monthly delivery updates and quarterly reports (narrative and financial) focusing on the deliverable achieved in addition to the final narrative and financial report is due to UNDP at the end of the project.
Project Requirements
The partnering organization should prepare a methodology following the requirements below, relating them to the SFL project document wherever possible:
- Context: Describe the situation briefly, highlighting needs and challenges in Libya, and provide brief description of emerging opportunities and key objectives;
- Justification: Describe briefly analysis of why it is important to address the challenges in this way;
- Project Design: Stipulate strategies, methodologies and approaches that your organization proposes to adopt or utilize in pursuit of the project’s objectives under the framework of the SFL;
- Target beneficiaries: Describe the process by which communities will be identified and key participants persuaded to play a positive role, including the way in which you will engage women and young people;
- Expected Project Outcomes, Outputs and Planned Activities: State the expected outputs and outcomes the project aims to achieve and describe activities corresponding to each output;
- Result-based Work Plan: Describe expected results and corresponding activities and work plan to conduct the activities with timeframe and responsible parties.
Implementation Arrangement
- The consultancy will operate in Libya, conducting the exercise in the locations identified as Tripoli, Bani Walid, Tawergha, Sirte, Sabha, Obari, Ghat, Kufra, Ajdabiya, Benghazi and Derna.
- The project proposal should include clear management arrangements identified including human resource and operational capacity.
- The project proposal should state the partner’s commitment to transparency in all of its activities and to making information about its program and operations under this partnership available to the SFL team, therefore seeks to maximize access to any documents and information that it produces and to information in its possession.
- The partners will report to the UNDP SFL Project Manager for all reports and other outputs.
- UNDP will be responsible for reviewing and addressing consultancy firm requests for information on a timely basis. Designated UNDP Project staff will be available to provide guidance to the consultancy firm during the course of the assignment. UNDP SFL Project Manager and/or his/her designated official shall be responsible for monitoring of consultancy firm’s performance.
- In addition to the reports specified, the consultancy will alert the UNDP SFL Project Manager to any emerging issues, or to any risks of delays or quality impairment, in a timely manner.
- The entity selected as partner will be subject to the third-party monitoring arrangements that all UNDP Stabilization Facility project activities will be subject to.
- The entity selected will be subject to an Audit.
- Reports will be submitted to UNDP Libya electronically for review and inputs and original reports will be submitted in hardcopy.
