UNDP Call for Proposals: Conflict Management and Social Cohesion in Libya

USAID seeking Applications to Implement Kenya Health Partnerships for Quality Services

UNDP would like to partner with an International Non-Governmental Organisation as a “Responsible Partner” to support peacebuilding efforts in Libya through the building of capacities of Civil Society Organizations active in the provision of Mental Health and Psycho Social Support (MHPSS) services and the direct provision of MHPSS services at the community level through in-house specialized field workers to be deployed across SFL locations in Tripoli, Bani Walid, Tawergha, Sirte, Sabha, Obari, Ghat, Kufra, Ajdabiya, Benghazi and Derna.

The Stabilization Facility for Libya (SFL) aims to bridge the critical period of transition from initial period of humanitarian relief towards mid- and long-term structural and sector-specific support. It includes interventions at the municipal level that seek to strengthen national unity and reinforce state authorities for all Libyans through support for local stability. The SFL is Libyan-led, with the Chair of the Presidency Council or his representative chairing the Board jointly with the UNDP Resident Representative for Libya, and the activities being implemented in cooperation with Libyan local authorities. The SFL is limited to specific localities depending on available funding but must be scalable to encompass the entire state territory.

This initiative aims to make a valuable contribution to the realization of the United Nation’s Strategic Framework for Libya 2019-2020 by improving the capacities of relevant Libyan institution to design, develop and implement social policies that focus on quality social service delivery for all women and girls, men and boys ( including vulnerable groups, migrants and refugees) in Libya towards enhancing human security and reducing inequalities.

Outputs

The SFL supports three activity sets, each with a dedicated output:

  1. Light Infrastructure Rehabilitation;
  2. Capacity Surge; and
  3. Local Peace Structures and Conflict Management Capacity.

Outcomes

The project will therefore seek to achieve two main outcomes:

  1. Prevention of deterioration of mental health and psychosocial well-being of community groups (including vulnerable groups, migrants and IDPs) in Libya.
  2. Improve the capacities of Civil Society Organizations to design, develop and implement quality social/MHPSS services for communities in Libya toward enhancing community cohesion and security.

The amount requested in the proposal should be commensurate with the organization’s administrative and financial management capabilities.

The project duration is 12 months starting from the signature date. The contracted NGO should submit Monthly delivery updates and quarterly reports (narrative and financial) focusing on the deliverable achieved in addition to the final narrative and financial report is due to UNDP at the end of the project.
