UNDP is seeking call for proposals from Civil Society Organizations (CSOs), including NGOs for small grants to provide legal aid including legal counsel and representation, as well as support legal empowerment and service provision for women and people living with HIV.
UNDP, through the Access to Justice, Security and Human Rights Programme, and within the framework of the Joint UN Team on AIDS (JUNTA) in South Sudan, is supporting the provision of legal aid, legal empowerment, as well as service provision to women, girls, and PLHIV.
Organization must have a presence in the proposed state of implementation, as well as be able to demonstrate capacity to identify PLHIV and other relevant, key vulnerable groups such as persons at risk of infection. The JCCs will provide direct legal counsel and representation, legal empowerment, as well as service provision for PLHIV. These activities will include supporting case registration, referral, and adjudication in statutory courts PLHIV. Further, the implementing partner will provide legal advice, training, awareness raising, as well as counselling, trauma-healing, and/or psychosocial support to these groups. Qualifying CSOs must be able to clearly demonstrate how they plan to identify beneficiaries in an innocuous manner.
Objectives
The main objective of the grant is to identify national organizations – whether civil society organizations (CSO), national non-governmental organizations (NNGO) community-based organizations (CBO), or the like – with operational presence and capacities in one of the ten states of South Sudan – to:
- Establish and operationalize a sustainable, victim-sensitive Justice and Confidence Center (JCC), that is capable of fully disposing or concluding cases undertaken within the three-month operational period. In addition, the JCCs will;
- Provide legal counsel and representation in both civil and criminal cases, as well as administrative matters for PLHIV. The organization must demonstrate clearly how they plan to identify PLHIV and other key priority groups, such as persons at risk of infection.
- Action legal awareness-raising, including on key justice issues, relevant proceedings, human rights, as well as legal referral pathways and their navigation;
- Provide other support services, including counseling and psychosocial support. If not made available within the JCC, provide clear and accessible referral mechanisms for these services;
- Undertake regular visitation to police and prison facilities and detention centers to identify PLHIV and other key priority groups, as well as their respective legal needs with a view to ensure early release on bail or bond, support with legal representation, monitor legal procedures for fairness, and so forth, where relevant.
Funding Information
- The budget should be detailed, complete, rational, and realistic, and must not exceed the equivalent of USD $23,000.00 per location.
- The Project duration is three months (September-December 2022).
Outcomes
- The organizations are encouraged to develop their own expected results based on their respective assessment of needs, issues, and challenges of vulnerable groups during the period of implementation.
- Expected results will include the following:
- JCCs are established and operationalized in a manner accessible for PLHIV and other key priority groups. This includes the ability to seek legal counsel and representation – including support on case registration, referral, and adjudication in statutory courts. The total number of beneficiaries must exceed a total of 50 individuals for the implementing period. In addition, legal empowerment and service provision for PLHIV – including legal advice and counseling/trauma-healing/psychosocial support at the JCC – must exceed 100 individuals during the implementation period. The JCC can be located in any one of the following key priority areas – ranked in order of priority: WES, CES, EES – where the organization has a presence.
- Create awareness for communities and general public on rights of PLHIV via radio outreaches, with awareness-raising activities reaching a minimum of 500,000 people.
- JCCs will have an impact on at least 70 percent of the proposed state; this may translate to implementation in different counties identified as priorities.
- Submit reports monthly, or more frequently if needed, with accurately documented information on implemented activities.
Priority Region
In this call for proposals, UNDP is seeking competent and reputable registered organisations (including CSOs, NGOs, CBOs, etc.) to establish a Justice and Confidence Center (JCC) in any of the following locations, in order of priority:
- Western Equatoria State (WES)
- Central Equatoria State (CES)
- Eastern Equatoria State (EES)
Eligibility Criteria
The CSO/NNGO/CBO must meet the following criteria to be eligible for selection:
- Be legally registered as CSO/NNGO/CBO with the Ministry of Justice and Constitutional Affairs and in possession of a valid registration certificate.
- Mandate and founding document should be in line with the activities for which the fund is being sought.
- Have an established office in the proposed location of implementation, as well as experience in implementing similar/related activities.
- The ability to effectively implement in proposed locations.
