The United Nations Development Programme (UNDP) is pleased to announce two small grants programmes for the civil society organisations in Azerbaijan.
Aims
- The first grant programme aims to support participation of CSOs in local development. The overall objective of this Call for Proposals is to increase participation of the civil society organisations as resourceful and influential players in local development processes and strengthen their role as development/transformation agents in sustainable development.
- The second grant programme aims to support participation of civil society organisations in evidence-based policy development, policy dialogue and policy debate. The overall objective of this Call for Proposals is to increase influence of civil society organizations on policy development and strengthen their role as development/transformative agents able to voice & defend the interests of the citizens.
Objectives
The Action’s overall development objective is to contribute to building conducive environment for a vibrant, sustainable and innovation-driven civil society in Azerbaijan. The Action pursues two Specific Objectives:
- To increase CSOs capacities to engage in policy-making and foster local development;
- To build an enabling ecosystem and capacities for social entrepreneurship and social innovation.
For 1st grant programme
- The overall objective of this Call for Proposals is to increase participation of the CSOs as resourceful and influential players in local development processes and strengthen their role as development/transformation agents in sustainable development.

The specific objectives of this Call for Proposals are:
- To increase CSOs contribution to national and local development processes in support of the 2030 Agenda on Sustainable Development;
- To stimulate community-based development which is inclusive, gender-responsive and/or gender-transformative, resilient and ‘green’;
- To strengthen CSOs internal capacities, organizational settings and implementation capacities as actors in local development and service providers for the vulnerable populations;
- Contribute to tangible and measurable transformation in the lives of population group’s furthest behind.
For 2nd grant programme
- The overall objective of this Call for Proposals is to increase influence of civil society organizations on policy development and strengthen their role as development/transformative agents able to voice & defend the interests of the citizens.

The specific objectives of this Call for Proposals are:
- To increase CSOs’ contribution to research, evidence-based policy development, policy dialogue and policy debate;
- To enhance the CSOs' capacities to conduct analysis of national and sectoral policies including through gender lens;
- To support CSOs engagement in various policy discussions and debates, public councils and other policy-related platforms;
- To strengthen CSOs influence through advocacy and networking for policy change;
- To promote CSOs’ role in monitoring and evaluation of public policies.

Eligibility criteria
For 1st grant programme:

In order to be eligible for financial support, the applicant must:
- Be a legal person
- Be non-profit-making
- Be established in one of the regions of the Republic of Azerbaijan
- Be a non-governmental organisation
- Be directly responsible for the preparation and management of the project with partner(s), not acting as an intermediary.
- The applicant may act individually or in partnership with partner(s). The applications developed in partnership are encouraged.
- The applicant is solely responsible for the design and implementation of the project.
- Partner(s)

- Be non-profit-making
- Be a specific type of organisation such as: public entity, non-governmental organization, community-based organization, grassroots organization, research centre.
For 2nd Grant Pprogramme:

In order to be eligible for financial support, the Applicant must:

- Be established in the Republic of Azerbaijan
- Be non-profit-making
- Be a specific type of organization such as: non-governmental organization, research centre, think-tank
- Be directly responsible for the preparation and management of the project with Partner(s), not acting as an intermediary.
- The Applicant may act individually or in partnership with Partner(s). The applications developed in partnerships are encouraged.
- The Applicant is solely responsible for the design and implementation of the project.
