The United Nations Development Programme (UNDP) is calling for proposals to strengthen women’s rights advocates capacities to support the integration of ending VAWG into county development agendas targeting policy makers and other stakeholders.
The European Union and the United Nations in 2018, launched the Global Flagship Spotlight Initiative programme which aims at addressing all forms of violence against women and girls, and eliminating harmful practices through a transformative and evidence-based approach, addressing unequal power relations between men and women, and focusing on gender equality and women’s empowerment. This is in response to the need for strengthening the Government of Liberia (GoL) capacity to eradicate cases of SGBV, harmful traditional practices (HTPs) and building better institutional frameworks for enhanced protection capacities and services to survivors.
Aims
- Strengthen policies, legislation and regulatory frameworks;
- Enhance integrated multi-sectoral capacities of national institutions, organizations and partners in preparedness, prevention and response;
- Improve social norms and practices, through inclusive participation and awareness raising of communities on the negative impacts of deep-rooted socio-cultural gender norms and HP;
- Integrate multi-sectoral response services to all survivors ensuring effectiveness and efficiency;
- Develop a multi-sectoral Information Management System (IMS) to support evidence based planning and monitoring of results;
- Develop and operationalize a coherent and inclusive framework engaging the different actors including CSOs, the private sector and women’s movement groups to eliminate violence against women and girls in Liberia.
Scope of Work
- Strengthen capacity of 200 individuals representing grassroot women rights advocates to develop gender mainstreaming strategies and integrate ending violence against women into their development plans and provide oversight in compliance with international standards.
- Specifically training and designing strategies and advocacy tools that respond to SGBV/VAWG integrated into organizations development plans
- Review and select best strategies developed and work along with at least 8 women rights groups/ advocates to implement developed strategies to prevent and respond to VAWG, including SGBV/HP, and promote women and girls’ SRHR for women and girls facing intersecting and multiple forms of discrimination.
- Transfer of funds to at least 8 women’s right groups to conduct advocacy, awareness, monitoring and reporting of VAWG in the five targeted counties

- This grant will support budgets no more than $120,000.
- Duration: 9 Months
Deliverables
- Strengthen capacity of 200 individuals representing grassroot women rights advocates to develop gender mainstreaming strategies and integrate ending violence against women into their development plans
- Transfer funds to at least 8 women’s right groups to conduct advocacy, awareness, monitoring and reporting of VAWG in the five targeted counties
- Work with the relevant government institutions, CSOs and other stakeholders for proper coordination to advocate for GEWE in response to VAWG including SGBV/HP and promote access to SRHR services for women and girls
- Engage youth, community members and leaders to be vigilant about the effect of sexual and gender-based violence, female genital mutilation and child marriages and pathway to alerting the authorities for response.
- Ensure adequate visibility of donor support (EU/UN Spotlight Initiative) in every and ALL activities being implemented
- Provide quarterly narrative reports and regular updates along with final narrative and financial reports
Eligibility Criteria
Grants will be awarded to organizations based on the following considerations:
- National or local women’s led organizations, Women’s rights organizations/ movements
- The organization’s proven administrative and financial management capacity to undertake the interventions.
- The feasibility and soundness of the proposal with sustainability strategies and related budget; and
- The legitimacy and quality of the contribution and values that the group/movement can provide for the attainment of development results and maximizing the impact of a programme/project and
Key Competencies
CSO implementation teams should possess the following key competencies:
- Capacity building
- Advocacy and communications skills
- Project Coordination.
- Development of strategies, plans and /or programs to prevent and respond to VAWG, including SGBV/HP, and promote women and girls’ SRHR, for women and girls facing intersecting and multiple forms of discrimination
- Skilled in community-based projects and programs;
