The United Nations Development Programme (UNDP) is seeking Proposals to Strengthen Government Leadership on International Best Practices on SGBV/HPs/SRHR to Strengthen Accountability; and Conduct Assessment on VAW.
The programme key goal is to significantly reduce the prevalence of Sexual and Gender based Violence (SGBV), harmful practices (HPs) and their inter-linkages with sexual and reproductive health and rights (SRHR). To achieve its goals, all hands including state and non-state actors must be on deck. Consequently, all relevant actors need to have the requisite knowledge on SGBV/HPs/SRHRs. This will entail enhancing the capacity of senior government leadership on international best practices on SGBV/HPs/SRHRs as well as case studies and court decisions from other countries with a view to strengthen accountability.
Pillars and Aims
- Strengthen policies, legislation and regulatory frameworks;
- Enhance integrated multi-sectoral capacities of national institutions, organizations and partners in preparedness, prevention and response;
- Improve social norms and practices, through inclusive participation and awareness raising of communities on the negative impacts of deep-rooted socio-cultural gender norms and HP;
- Integrate multi-sectoral response services to all survivors ensuring effectiveness and efficiency;
- Develop a multi-sectoral Information Management System (IMS) to support evidence based planning and monitoring of results;
- Develop and operationalize a coherent and inclusive framework engaging the different actors including CSOs, the private sector and women’s movement groups to eliminate violence against women and girls in Liberia.
Scope of Work
- Conduct national and regional judicial dialogue for local senior government leadership on international jurisprudence on SGBV/HPs/SRHRs cases and court decisions from other countries to strengthen accountability.
- Strengthen national and/or sub national partners to develop and cost evidence-based national and sub-national action plan on violence against women and girls (VAWG) including DV, IPV in line with international human rights standards with M&E framework, and responding to the needs and priorities of groups facing multiple and intersecting forms of discrimination.
Funding Information
- This grant will support budgets no more than $50,000.
Eligibility Criteria
- Grants will be awarded to organizations based on the following considerations:
- Evidence that it is National or local women’s led organizations, Women’s rights organizations/ movements
- The organization’s proven administrative and financial management capacity to undertake the interventions.
- Evidence that it has professionals with requisite experience as part of its staff that can implement the project.
- The feasibility and soundness of the proposal with sustainability strategies and related budget; and
- The legitimacy and quality of the contribution and values that the group/movement can provide for the attainment of development results and maximizing the impact of a programme/project.
Key Competencies
- CSO implementation teams should possess the following key competencies:
- Sound knowledge of fundamental human rights principles and international mechanisms system;
- Ability to work with different stakeholders

- Advocacy and communications skills
- Project Management/Coordination.
- Development of strategies, plans and /or programs to prevent and respond to VAWG, including SGBV/HP, and promote women and girls’ SRHR, for women and girls facing intersecting and multiple forms of discrimination
- Skill in community-based projects and programs;
Deliverables
- Draft and submit final Report(s) with actionable recommendations of engagements with national and local senior government leadership on international best practices on SGBV/HPs/SRHRs and court decisions from other countries to strengthen accountability
- Draft and submit final reports on training of National and/or sub national partners on developing and costing evidence-based national and sub-national action plan on VAWs including DV, IPV in line with international human rights standards with M&E framework, and responding to the needs and priorities of groups facing multiple and intersecting forms of discrimination
- Submit assessment report on SGBV/VAWG and SRHR in the five Spotlight Counties (Grand Gedeh, Grand Cape Mount, Lofa, Montserrado and Nimba)
- Submit final project report.
