This announcement aims to provide information on the competition for grants in the field of “Piloting innovative methods of involving young people in community activities in the communities of Donetsk, Zaporizhia and Luhansk regions” for non-governmental organizations operating in Ukraine, conducted by the UN Peacebuilding and Peacebuilding Program.
The UN Peacebuilding Program is implemented by four UN agencies: the United Nations Development Program (UNDP), the United Nations Framework for Gender Equality and Women’s Empowerment (UN Women), the United Nations Population Fund (UNFPA), and the Food and Agriculture Organization of the United Nations. (FAO).
The program is supported by twelve international partners: the European Union, the European Investment Bank, the US Embassy in Ukraine, as well as the governments of Denmark, Canada, the Netherlands, Germany, Norway, Poland, Switzerland, Sweden, and Japan.
Focus Areas
Areas of interaction and measures proposed for implementation:
- Conducting online and offline events in an innovative format (community safaris, youth initiative banks, etc.) that will promote the development of civic competencies of young people in the target communities of the region;
- Promoting the capacity development of youth NGOs and unions, involving young people in the creation of new youth organizations;
- Development of project thinking among the youth of communities and involvement of young people in public life through the implementation of public initiatives;
- Development of critical thinking and leadership skills in young people in target communities;
- Promoting the establishment of links between active youth, youth organizations, and local governments, involving young people in the decision-making process at the community level;
- Promoting the introduction of innovative youth work practices at the community level.
Expected Project Results
- At least six online/offline events were held in each of the six selected communities. Innovative methods of involving young people in public life are piloted in each community;
- In each community, youth organizations or initiative groups have developed at least two project applications, which can be further supported by the UN Program for the Restoration and Peacebuilding within a separate competition;
- Developed recommendations for local governments on the use of best practices in involving young people in civic activism.
Duration
- Project duration – up to 12 months.
- The project will start on March 15, 2021.
Eligibility Criteria
Public or charitable organizations that will submit project proposals for this competition must meet the following mandatory requirements:
- To be officially registered with the status of a legal entity in the controlled territory of Ukraine;
- Have the status of a non-profit or charitable organization (non-profit codes 0032, 0034, 0036, 0038, 0039, or 0048);
- Have work experience of 2 years in accordance with the theme of the competition (in the field of youth work, capacity building of youth NGOs, community development, etc.);
- Have proven experience in implementing at least two projects and reporting on them;
- Have appropriate specialists and project staff for its implementation (project manager, financial specialist/accountant, and other specialists according to the needs of the project). If the involvement of specialists is envisaged only if the project proposal is supported, the descriptive application should contain the key requirements that will be set for each of the specialists provided by the project (profile education, work experience, etc.).
Requirements
Personnel involved in the project must meet the following requirements:
- The project team should consist of at least: a project manager (responsible for the overall coordination of project implementation and submission of relevant reports to the UN Peacebuilding and Reconstruction Program), an accountant (responsible for accounting and financial reporting), and persons directly involved in project implementation;
- Higher education in pedagogy, sociology, economics, public administration, social sciences or in another relevant field for the project manager, higher education in other team members;
- Experience in the public sector for at least five years (for the project manager);
- Experience in the field of youth capacity development for at least four years;
- Knowledge of languages - fluency in Ukrainian and Russian;
- The accountant must have higher education (related to accounting), work experience in the field of accounting for at least two years;
- Readiness to implement all rules and regulations of cooperation proposed by the international donor.
Evaluation Criteria
Evaluation of project proposals takes place in several stages:
- Stage 1: Consideration of submitted project proposals by the tender commission: At this stage, the submitted project proposals are evaluated according to the evaluation criteria, and project proposals that scored less than 70 points from the total number of points will be rejected. Proposals that will need to be finalized in accordance with the recommendations of the tender commission will be returned for revision with a deadline for submission of an updated proposal.
- Stage 2: Final approval of the winning project proposals recommended by the tender commission for support: The competition committee will be composed of representatives of the United Nations Peacebuilding and Reconstruction Program in accordance with their key areas of work and the experts involved. At the same time, the tender commission has the right to turn to an independent expert opinion during the selection of project proposals or to the opinion of local authorities in whose territory the project activity is envisaged.
