The United Nations Development Programme (UNDP) is seeking applications for Grants to Promote Electoral Awareness for Enhancing Participation of First-time voters, Women, Youth and Persons with Disabilities in the 2023 Elections.
The UNDP election project “Fostering Peaceful, Credible and Inclusive Elections in Sierra Leone 2022-2023” supports the election management bodies (EMBs) and various national institutions in the preparation for peaceful and credible 2023 elections and to expand the space for the greatest engagement of electoral stakeholders in the electoral process.
It also focuses on supporting the programmes for raising electoral awareness and creating conditions for promoting information integrity in the electoral process.
To hire services of nonprofit organizations (CSO/NGO) with operational experience and expertise in conducting civic and voter education programmes to promote equal participation of voters and vulnerable groups in the electoral process.
The main objective of this assignment is to enhance equal and informed participation of first-time voters, women, youth and PwDs in the 2023 elections.
Specific Objectives
- Promote community understanding of the electoral procedures, and legal provisions, especially the new Proportional Representation electoral system governing the conduct of the upcoming elections;
- Support the ECSL to covey uniform public awareness messages stressing the importance of the peaceful and inclusive conduct of the 2023 elections in Sierra Leone;
- Transform norms and practices to promote community support for first-time voters, women and PwD’s participation in the electoral process;
- Mobilize action for protecting women, girls and PwD’s from violence, during and after elections;
- Disseminate awareness materials to enhance voters’ understanding of the new electoral system and election day procedures.
Funding Information
- Funding sealing per Lot is USD 100,000.
Eligibility Criteria
- The applying CSO must meet the following criteria to be eligible for selection:
- Be legally registered as NGO/CSO/CBO with the Corporate Affairs Commission (CAC) and in possession of a valid registration certificate.
- Mandate and the founding document should be in line with the activities for which the fund is being sought.
- Have an established office and experience in implementing similar/related activities. Having a functional presence in the areas of implementation is an added advantage.
Eligibility of the CSO
- Grants will be awarded to CSO/CBOs based on the following considerations:
- Must be a National and/or local Civil Society Organization (CSO)/Community Based Organization (CBO);
- The CSO/CBO is duly registered in Sierra Leone and must have presence in the relevant districts
- Proven experience in civic education, democratic governance, and public outreach.
- The organization’s proven administrative and financial management capacity to undertake the project.
- The relevance of the proposal to achieving the expected results and related budget, and
- The institutional capacity and proven track record of the CSO/CBO.
- Education requirements of key personnel:
- Qualified support staff members assigned to the assignment will have at least a first degree in Public Administration, Gender, Sociology and Development studies, Law or any other relevant field.
- The following minimum qualifications and experiences are required:
- Experience:
- Minimum of at least 5 years of professional experience in the areas.
- Demonstrate clear experience in community engagement on gender, youth, and disability inclusion in electoral processes
- Operational experience in targeted locations for at least 3 years in any of the targeted districts
- Previous experience working on similar assignments.
- Competencies:
- Demonstrate integrity by modelling the UN values and ethical standards
- Promote the vision, mission, and strategic goals of UNDP
- Display cultural, gender, religion, race, nationality and age sensitivity and adaptability.
- Treat all people fairly without favoritism
- Working with multi-disciplinary teams and stakeholders
- Language Requirements:
- Fluency in spoken and written English required.
- Experience:
