The competition has been announced which is being held in the following target area: Establishment of a mechanism for lobbying the interests of women living with HIV / AIDS in management decisions made in local communities of Donetsk, Zaporizhia and Luhansk regions.
The purpose of this announcement is to provide information on the grant competition for non-governmental organizations operating in Donetsk, Luhansk and Zaporizhia oblasts, which is conducted by the UN Peacebuilding and Reconstruction Program, and to explain the procedure for submitting project proposals.
The United Nations Peacebuilding and Reconstruction Program is implemented by four UN agencies: the United Nations Development Program (UNDP), the United Nations Framework for Gender Equality and Women’s Empowerment (UN Women), the United Nations Population Fund (UNFPA) and the Food and Agriculture Organization of the United Nations. (FAO).
This call for proposals involves the selection of a single project proposal and aims to increase the influence of local authorities to promote the interests of women living with HIV / AIDS in the management decisions made in local communities.
Within the framework of the submitted project proposals, the following tasks will be performed:
- Establishing a network of NGOs in targeted areas working with women living with HIV / AIDS to discuss gender equality, women’s empowerment and protection;
- Development of a three-year plan for lobbying, advocacy and information campaigns on the rights of women living with HIV / AIDS for the established network;
- Conducting awareness-raising activities for community residents, local authorities on the rights of women living with HIV / AIDS, through special lobbying campaigns and advocacy campaigns, which are part of the developed three-year plan;
- Lobbying for the needs of women living with HIV / AIDS in relevant local strategies and programs;
- Training for representatives of relevant NGOs on capacity building of women’s groups and organizations representing the interests of women living with HIV / AIDS, in order to mobilize and enable them to effectively participate in decision-making on the ground, to advocate for the inclusion of their rights and needs in planning local development policies, budgeting and service delivery, etc .;
- Providing mentoring support to initiative groups and organizations from target areas to improve their ability to advocate for their rights;
- Establishing a network of NGOs in targeted areas working with women living with HIV / AIDS to discuss gender equality, women’s empowerment and protection;
- Conducting an information campaign to cover project activities and project results.
Expected Results
- A network of NGOs of target areas working with women living with HIV / AIDS has been established;
- Developed a three-year plan for lobbying, advocacy and information campaigns on the rights of women living with HIV / AIDS for the newly established network;
- At least 9 measures were taken to raise awareness of residents of communities and local authorities about the rights of women living with HIV / AIDS;
- Conducted at least 3 lobbying campaigns, except for the needs of women living with HIV / AIDS, to relevant local strategies and programs;
- Conducted a minimum of 6 two-day trainings for representatives of relevant NGOs on capacity building of women’s groups and organizations representing the interests of women living with HIV / AIDS;
- A system of mentoring initiative groups and public organizations has been established to improve their ability to advocate and lobby for their rights.
Eligibility Criteria
- Public or charitable organizations that will submit project proposals for this competition must meet the following mandatory requirements:
- To be officially registered with the status of a legal entity on the territory of Ukraine;
- Have the status of a non-profit or charitable organization (non-profit codes 0032, 0034, 0036, 0038, 0039 or 0048);
- Have experience of 2 years in accordance with the theme of the competition (in the field of work with women living with HIV / AIDS, the interaction between local authorities and the community on the basis of partnership, social cohesion, gender equality);
- Have proven experience in implementing and reporting on at least two projects, one of which must-have elements of lobbying campaigns;
- Have appropriate specialists and project staff for its implementation (project manager, financial specialist/accountant and other specialists according to the needs of the project). If the involvement of specialists is envisaged only if the project proposal is supported, the descriptive application should contain the key requirements that will be set for each of the specialists provided by the project (profile education, work experience, etc.);
- Experience working in communities in eastern Ukraine and experience working with initiative groups of women living with HIV / AIDS will be an advantage;
- Knowledge of regulations on preventing and combating domestic and gender-based violence, the interaction between actors and the organization of service delivery will be an advantage.
- Personnel involved in the project must meet the following requirements:
- The project team should at least consist of: a project coordinator (responsible for the overall coordination of project implementation and submission of relevant reports to the UN Peacebuilding and Reconstruction Program), an accountant (responsible for accounting and financial reporting);
- Experience in the public sector for at least three years (for the project manager);
- Knowledge of languages ??- fluency in Ukrainian;
- The accountant must have higher education (related to accounting), work experience in the field of accounting for at least two years;
- Readiness to implement all rules and regulations of cooperation proposed by the international donor.
- Staff employment:
- Project manager – no more than 0.75 rate;
- Accountant – no more than 0.25 – 0.5 rate.
Evaluation Criteria
- Stage 1: Consideration of submitted project proposals by the tender commission. At this stage, the submitted project proposals are evaluated according to the evaluation criteria, and project proposals that scored less than 70 points from the total number of points will be rejected. Proposals that will need to be finalized in accordance with the recommendations of the tender commission will be returned for revision with a deadline for submission of an updated proposal.
- Stage 2: Final approval of the winning project proposal recommended by the tender commission for support. The competition committee will be composed of representatives of the United Nations Peacebuilding and Reconstruction Program in accordance with their key areas of work and the experts involved. At the same time, the tender commission has the right to turn to an independent expert opinion during the selection of project proposals or to the opinion of local authorities in whose territory the project activity is envisaged.
