The United Nations Development Programme (UNDP) is seeking applications for its Grants to support communities in implementing the initiatives focused on monitoring and protecting the environment.
The purpose of this announcement is to provide information to non-governmental organisations on the call for proposals in support of communities, vulnerable groups and people in need in Ukraine, which is conducted within the framework of the United Nations Recovery and Peacebuilding Programme, and to explain the procedure for submitting project proposals.
The programme is supported by twelve international partners: the European Union, the European Investment Bank, and the governments of the United Kingdom, Denmark, Canada, the Netherlands, Germany, Norway, Poland, Switzerland, Sweden and Japan.
The United Nations Recovery and Peacebuilding Programme is focused on the main priority needs for stabilisation, peacebuilding, economic recovery and governance in eastern Ukraine. Following the escalation of the hostilities across Ukraine, the Programme is now seeking partners to implement rapid response activities to address the urgent needs of war-affected populations in their communities and in areas of displacement.
Priorities
- The Programme activities are grouped according to the following key components, which reflect the priority needs of the region:
- Economic Recovery and Restoration of Critical Infrastructure
- Local Governance and Decentralisation Reform
- Community Security and Social Cohesion
Funding Information
- The maximum budget of the project proposal should not exceed 25,000 USD.
- Project Duration: It is expected that the duration of the proposed projects should be up to five months.
Requirements for the Applicants and the Project Territories
- Non-governmental or charitable organisations submitting project proposals for this call for proposals must meet the following requirements:
- be officially registered with the status of a legal entity in the territory of Ukraine;
- have the status of a non-profit or charitable organisation (non-profit codes 0032, 0034, 0036, 0038, 0039, or 0048);
- do not have open court cases, as defendants, as well as heads of organisations;
- have a valid current account in a bank in Ukraine;
- demonstrate a capability to implement activities in the given geographical areas under the current situation;
- have the appropriate expertise and professional staff to implement the project (project manager, finance professional/accountant, and other specialists as required by the project);
- experience in cooperation with international organisations will be an additional advantage.
- The personnel involved in the project must meet the following requirements:
- The project team should at least consist of a project manager (in charge of the general coordination of project implementation and reporting to the UN Recovery and Peacebuilding Programme), an accountant (in charge of accounting and financial reporting), and persons directly involved in the project implementation:
- project manager must have at least two years of experience in the public sector;
- accountant must have at least two years of experience in accounting;
- language proficiency: fluency in Ukrainian;
- readiness to implement all rules and regulations of cooperation proposed by the international donor.
- Project territories:
- Project activities are to be implemented in government-controlled communities and where the security situation allows in the following oblasts: Dnipropetrovsk, Donetsk, Kharkiv, Zaporizhzhia, Luhansk, Mykolaiv, Sumy, and Chernihiv.
- The UNDP will determine whether an NGO is eligible for UNDP funding based on the Capacity Assessment Checklist (CACHE) results.
- Proposals from organisations that do not meet the requirements will not be considered. Applications from individuals, commercial organisations, public institutions and organisations, local self-governments, trade unions, political parties, and religious organisations will not be considered.
