UNDP is calling for proposals for Green Recovery Pathway for India to support the efforts of the Government of India towards working with partners and key stakeholders to advocate for an environmentally sensitive response to COVID-19 that resets towards greener pathways for recovery.
Their focus is to not only move towards a more sustainable, inclusive and resilient recovery, but also help to strengthen recovery by focusing on emerging and innovative green job opportunities.
The COVID 19 global pandemic could potentially threaten to deepen inequalities and undo progress on the SDGs. They are already witnessing the detrimental impact of the pandemic on the economies and the population’s especially poor and vulnerable populations.
UNDP has globally rolled out the COVID response strategy across nations and the next phase is designed to help decision-makers look beyond recovery, towards 2030, making choices and managing complexity and uncertainty in four main areas: governance, social protection, green economy, and digital disruption.
The overall objective of the proposed engagement in the Green Transport sector is to increase access to green jobs and livelihoods, through programmatic activities and policy imperatives.
Scope of Work
The project has three strategic elements:
- Preparatory/ supporting activities:
- Support with identification and prioritization of specific green jobs roles and skills set in the green transport sector including EV which could be promoted and scaled for economic recovery;
- Provide necessary technical assistance and inputs on skilling and employments to support women’s enhanced participation in trainings/ employment/ apprenticeships, aligned to UNDP inclusive growth strategy;
- Collate formal documents defining demand for employment with the private sector/government organisation for a stipulated time period for further review and verification.
- Trainings and skill development (For Green Transport Sector in Delhi NCR & Karnataka)
- Mobilize women, girls and youth to participate in training (at least 60% women)
- Impart and or facilitate training to 3000 youth (girls, women, men,) based on supply-demand and job roles;
- Create market connect for employment opportunities and facilitate placement in jobs/ internship/ apprenticeship for at least 2000 trained;
- Post placement support with hand holding to the trained candidates for atleast 3-6 month from the date of employment/training;
- Stakeholder Consultation and Networks
- Support and initiate dialogues with key stakeholders such as Green jobs sector skills council, automotive sector skills council, Society of Indian Automobile Manufacturers (SIAM), Leading EV manufacturers, State govt. departments and establish alliances at the State level in Delhi NCR and Karnataka (on promoting Green transport);
- Organise 3-4 round-tables/workshops, to promote green jobs opportunities at State and National Level (1 each in Delhi NCR and Karnataka, 1 at National level).
- Extend policy research and analysis support to the Government of Karnataka and Delhi on key areas, as mutually agreed between UNDP and respective state government and submit a policy discussion brief to improve enabling framework.
Expected Areas
The following areas of expertise are deemed necessary:
- The agency should have existing network of working in the green transport sector/ EV mobility sector for at least 2 years;
- Ability to deploy competent and experienced team and trainers in the green transport sector/ EV mobility sector;
- The agency to have sufficient linkage and networking mechanisms for initiating and managing industry demand in the green transport sector/EV mobility sector and to facilitate employment and entrepreneurship opportunities;
- The agency to have good understanding of the Government schemes and should have partnerships with State Govt, NGOs, and financial institutions in Delhi NCR and Karnataka for facilitating youth (especially women) to start enterprises in green transport sector/ EV mobility sector;
- The agency needs to exhibit innovative models and approaches in reaching out to prospective youth (especially women) entrepreneurs and conducting the program.
Deliverables
The list of deliverables are:
- Inception Report including implementation plan (baseline research on green transport in India, process for outreach and mobilization of trainees and training team), identified key industry players for employment, opportunities for eco-entrepreneurship and govt promotion schemes, monitoring plan, risk identified and mitigation plan and timelines;
- Ecosystem Analysis (enabling policies, infrastructure, schemes) report on promoting green transport/ e-mobility in Delhi and Karnataka;
- 3000 aspiring individuals (with 60% women and girls) have been trained on skills set required for identified jobs roles related with Green jobs;
- 2000 trained candidates have been facilitated with placements (jobs/internships/apprenticeships). Full Details (socio economic profile and contact) of trained as well as placed candidates per MIS format advised by UNDP;
- 30 Human stories / case studies documenting the impact on beneficiaries;
- At least 3 stakeholder consultations- 1 Delhi NCR, 1 Karnataka and 1 National Level (with possibilities of being online) and States (Delhi -NCR and Karnataka) and specific policy discussion brief;
- Final Report capturing this intervention with specific recommendations and action plan for UNDP to scale this up.
