The United Nations Development Programme (UNDP) invites non-governmental organizations (NGOs) or Civil Society Organizations (CSOs) working in the Kyrgyz Republic to take part in a competition of proposals to enhance engagement of women’s movement in law-making processes and ensuring government’s accountability for its international commitments in the area of gender equality and ending violence against women and girls (EVAWG).
Goals
Strengthen the technical capacity of CSOs and the youth human rights organizations in assisting in the development of legislation and policies, conducting public control over the implementation of international obligations and national legislation, participating in public hearings and monitoring the implementation of certain laws in the field of gender equality and the elimination of violence for Women and Girls (EVAWG);
Strengthen the role of CSOs as accountability holders (watchdog) on GoKR implementation of international laws/commitments (Beijing 25+ as well as SDG 5) as well as national-level commitments in the field of gender equality and the elimination of violence against women and girls (EVAWG).
Objectives
- Building the technical capacity of CSO experts to monitor and analyze articles of the criminal law of the Kyrgyz Republic and law enforcement practice related to SGBV.
- Holding a competition among CSO experts to continue the 1st stage of monitoring and analysis of certain articles of the criminal legislation of the Kyrgyz Republic and law enforcement practice related to SGBV.
- Conducting training for CSO activists on monitoring the implementation of international obligations in the field of gender equality and the elimination of violence against women and girls (Beijing 25+, SDG 5, CEDAW, etc.) at the national level to increase the capacity of young CSO staff in preparing analytical review reports and their further inclusion in the database of national experts of the UNITE Movement.
- Announcement of a competition among CSO experts to monitor and analyze the implementation by the Kyrgyz Republic of international obligations in the field of gender equality and the elimination of violence against women and girls (Beijing 25+, SDG 5, CEDAW, etc.)
- Providing mentoring and technical support to CSO experts who won competitions to monitor and analyze the implementation of the legislation of the Kyrgyz Republic and international obligations in the field of gender equality and the elimination of violence against women and girls (Beijing 25+, SDG 5, CEDAW, etc.).
Expected outcomes
- Selected CSO experts continued the 1st stage of monitoring and analysis of articles of criminal legislation and law enforcement practice for compliance with legislation in the field of gender equality and the elimination of violence against women and girls and developed reports.
- 20 representatives of CSOs (young employees) received knowledge and practical skills to monitor the implementation of international obligations (Beijing 25+, SDG 5, CEDAW, etc.) and prepare analytical overview reports to strengthen their technical capacity, as well as to enter the database of national experts (extension of the database of national experts) the UNITE Movement.
- Selected CSO experts monitored and analyzed the implementation of international commitments on gender equality and eliminating violence against women and girls (Beijing 25+, SDG 5, CEDAW, etc.) and prepared reports.
- Provided mentoring and technical support to CSO experts who won competitions to monitor and analyze the implementation of the legislation of the Kyrgyz Republic and international obligations in the field of gender equality and the elimination of violence against women and girls (Beijing 25+, SDG 5, CEDAW, etc.).
Eligibility Criteria
- Who can apply?
- Non-governmental organizations (NGOs) and Civil Society Organizations CSOs)established and registered in the Kyrgyz Republic (hereinafter the Applicant). Commercial organizations, government agencies, and non-commercial organizations established by state agencies are not allowed to participate in the call for proposals.
- A consortium of two or more non-profit organizations established and registered in the Kyrgyz Republic (hereinafter the Applicant).
- All Consortium members – Grant Applicants shall be legal entities established and registered in the Kyrgyz Republic as non-profit organizations per the current legislation.
- The Applicant shall submit the project proposal on behalf of one of the organizations authorized by the consortium member organizations to represent the consortium, with all subsequent commitments to its members and the Grantor.
- The Grant will be awarded through a public call for proposals to one winner – An applicant who is capable of delivering all expected outcomes based on the results of the eligibility assessment:
- Quality of the Project (details of the application, clarity of concept, compliance of activities with goals and objectives, the optimality of implementation mechanisms, and focus on practical and concrete results).
- Realism and feasibility of the presented project budget (cost justification in terms of scope and type of activity, achievement of expected results).
- The presence of relevant experience in the subject matter of the grant application.
- Quality and thoroughness of the monitoring and evaluation tool.
- The grant project budget:
- The maximum allowable budget is $19,000.
- The contract will be awarded in the Kyrgyz Republic Som (KGS) based on the official United Nations USD-to-KGS rate applicable on the date of the project proposal submission.
- The evaluation of the project budget will be performed based on estimated costs and expected outcomes ratio.
- The project proposals shall not be reviewed or returned. In case of non-compliance with this Guide’s requirements, the project proposals shall not be considered. Additional documents may be requested if necessary.
- The Applicants shall be excluded from the public competition or grant allocation, if, at the time of project proposal submission:
- They have a conflict of interest;
- The consortium member organization included in both proposals did not withdraw from one of the consortia at the final grant award stage;
- Untrue erroneous information was provided;
- There was an attempt to obtain confidential information or influence the Grant Evaluation Commission (GEC).
- Additional requirements:
- Operational expenses related to the hiring of new employees, salaries for personnel, and purchasing of new equipment should be covered by the NGO’s own funds;
- Grants will be paid in one or several tranches. The last tranche of the Grant (5% of the total sum) will be paid once all activities are completed, the final report (narrative and financial) is submitted, and all results are verified. All “following tranches” depend on satisfactory reporting on the previous tranches.
- This Grant does not imply any additional funds besides those indicated above.
