The United Nations Development Programme (UNDP) office in Kosovo is inviting applicants for its “Regional Programme on Local Democracy in the Western Balkans (ReLOaD)” with an aim to strengthen the partnership between municipalities and civil society in the Western Balkans through the construction and expansion of a transparent approach to funding civil society organizations (CSOs) from municipal budgets to address the needs in the community.
The purpose of the call is the selection of the five partner municipalities in Kosovo, which will be provided with technical support to adopt transparent, development-oriented and project-based approach to funding of CSOs. This process will contribute to the strengthening of participatory democracy and EU integration of the Western Balkans, and to strengthen the CSO sector to actively participate in decision-making processes at the local level.
The project-based approach includes the recommendations of the EU project cycle management (PCM), and includes tools for efficient spending of public funds. The main task is to ensure transparent use of funds i.e. project funding for CSOs that will be focused on addressing the real needs of citizens in the territory of respective municipality.
Eligibility Criteria
- During the public call, all municipalities in Kosovo that fulfil these criteria can apply.
- Selected municipalities should take over the responsibility to transparently allocate funds for CSO projects, and to implement transparent criteria and methods in the allocation of public resources and facilitate a participatory approach to defining local priorities.
- Mandatory criteria –the selection process envisages meeting of some mandatory criteria as a prerequisite for participation in the project; if the municipalities fail to meet such criteria, they will be disqualified from further consideration;
- The criteria for scoring – the municipalities that meet the mandatory criteria will be scored and ranked according to the degree to which they satisfy the criteria;
- Convergence criteria – this is a set of criteria identified to select the Partner municipalities in line with the requirements of the European Union and other project interventions currently implemented in Kosovo.
How to Apply
The Letter of Intent and supporting documentation should be submitted in two (2) original (or certified copy) sets of documents in hard copy and an electronic copy (CD or USB) in a sealed envelope by registered mail, private courier service via given website.
