The United Nations Development Programme (UNDP) is inviting eligible applicants to participate in a Call for Proposal for CSO/NGO to support RESTORE (Response Toward Resilience) project, Mitigating the Impacts of Earthquake Disaster and COVID-19 in West Sulawesi (Debris Clearing).
The UNDP is supporting West Sulawesi subnational governments in early recovery efforts that will focus on reducing risks of further damage and injuries, restoring basic community services, and preventing COVID-19 from spread further in the impacted communities.
In order to achieve the goals, there are three activities that will be implemented:
Objectives
From the background and explanation of the disaster that occurred in West Sulawesi, the objectives of these activities as follow:
- To provide support to the west sulawesi provincial government, Mamuju and Majene districts especially those affected by the earthquake are in the rehabilitation and reconstruction or recovery phase.
- Support provided in several activities, namely: debris clearance, economic livelihood reactivation, and COVID-19 prevention.
- In carrying out activities other than collaborating with provincial and district governments, coordination and communication will be carried out with related agencies in the recovery phase.
- From the support provided, it is expected that the recovery process can run smoothly considering that the pandemic is still ongoing, so reducing the risk of communities who are affected by earthquake disasters from COVID-19 transmission must be done. All activities will be carried out with strict health protocols without reducing the benefits that will be received by beneficiaries.
Expected Outputs
The outputs for this term of reference are within the framework of the debris clearing (removal/demolition, sorting, and disposal) initiative. The expected outputs from debris clearing program are as follows:
- Community mobilization or community involvement is carried out to identify priority needs and work plans which are then approved and also disseminated to the community. This includes an assessment of the building and its environmental impact situation.
- It is carried out either independently or collectively to obtain a permit for the demolition and disposal of debris. Permits are collected from beneficiaries/landowners and must be validated by the authorized government agency to avoid future disputes. In addition, an assessment is also carried out on community-owned buildings or housing as well as other public buildings.
- Cash for Work Agreement (CFW) is signed within the permitted working age (at least 40% female workers). The agreement must include several provisions (wages, equipment to be provided by the institution, etc). The agreement must first be consulted with the authorization government institution so that it is in line with the policies related to the manpower that applies in the West Sulawesi Province.
- Before demolition activities are carried out, training will be carried out for workers. Training includes proper, safe, efficient, and effective demolition and debris clearing procedures as well as paying attention to applicable health protocols related to the prevention of COVID_19. The training will involve several institutions such as Dinas of Health, Dinas of housing and residential area, and other related institutions. Taking into account that we are currently still in a pandemic era; the training is carried out with strict health protocols.
- The implementing agency for activities must provide tools and Personal Protective equipment (PPE) that will be used during demolition and debris clearing. The equipment’s (tools and PPE) in accordance with the applicable standards during the pandemic, equipment will be distributed to workers and the agency must also be informed about how to use it appropriately so that there is no transmission of COVID-19 during the activity.
Eligibility Criteria
The grant recipient (civil society or non-governmental organization) with experience in:
- At least 4 years or more of work experience in the area of collaborative management of community development, livelihood, local development planning, and stakeholder coordination in rural areas. The proposal shall include the structure of the Team Leader and members and their background and areas of expertise.
- At least 4 years of experience working with the Government of Indonesia on related key issues of environment, disaster management, or economic/livelihood development would be an advantage.
