The United Nations Development Programme (UNDP) Myanmar is calling for proposals from local CSOs to serve as the “Responsible Party to implement activities in central Rakhine”.
The Responsible Party will work with UNDP to provide early recovery support to highly vulnerable communities in Rakhine affected by recent flooding events and COVID-19. This will build on the first phase of UNDP support in Rakhine which addressed unmet humanitarian needs in the flood-affected townships.
Funding Information
- Proposal amount for this Early recovery support for flood and COVID-19 affected communities in Rakhine in a multi-risk context should fall within $81,500 (Eighty-one thousand USD dollars).
- The amount requested in the proposal should be commensurate with the organization’s administrative and financial management capabilities. In principle, project duration will be 5 months depending on actual start date.
Duration of Work: The contract is expected to start in January 2022 and be completed not later than 31 May 2022.
Expected Results
The expected results are:
- Most vulnerable households prevented from sliding further into poverty through provision of emergency employment, such as through cash-for-work schemes that deliver multiple benefits for environmental sustainability and resilience to natural hazards (e.g. construction of natural embankments, mangrove forest rehabilitation, windbreak forests) and COVID-19 pandemic management;
- A sustainable, resilient recovery of communities after COVID-19 and flooding through demonstration of climate-resilient livelihood practices and options (farm and off-farm) and skills development in the context of supporting COVID-19 and flood livelihood recovery and restoration; and
- Innovative models for strengthening the capacity of local civil society to manage concurrent COVID-19 pandemic and disaster emergencies promoted.
Geographical Location
The proposed intervention will be implemented in central Rakhine. Based on preliminary assessment and consultations carried out by UNDP, the following townships have been identified as potential target sites but are subject to confirmation by the results of Activity I (a to b) as enumerated in Section B of this TOR: Minbya and Mrauk U Tsp.
Eligible Activities
To achieve these results, the organization will undertake the following activities:
- Conduct a needs assessment and prepare a corresponding workplan
- Provide appropriate livelihood early recovery support to help the most vulnerable households build back better after COVID-19 pandemic and the recent floods
- Demonstrate and promote models for strengthening the capacity of local civil society to manage concurrent COVID-19 pandemic and disaster emergencies
- Strengthen their own systems and capacities and promote cross-learning with other local CSOs
- Adhere to UNDP corporate principles and guidelines for project implementation
Eligibility Criteria
- An NGO is eligible to be considered by UNDP based on the NGO Request for Information (RFI) and A Capacity Assessment Checklist (CACHE) templates that submitted. Only qualified NGO/CSO is eligible to apply for this Call for Proposal.
