The United Nations Development Programme (UNDP) in Serbia and the Ministry of Agriculture and Environmental Protection implement the “Aid for Trade – Support to Productive Capacities in the Agro-industrial Sector” project, financed by Russian Federation/UNDP Trust Fund for Development. The main objective of the project is to promote inclusive growth through strengthening the productive capacities and enhancement of competitiveness within the agribusiness sector in Serbia.
Within the Component related to enabling environment for trade and Serbian agro-industry, project is aimed to support key producers/processors associations and to initiate their active participation in decision making process related to creation of agrarian and rural development policy.
To facilitate the Ministry of Agriculture and Environmental Protection in implementation of planned reforms, UNDP has supported establishment of Farmers Club, a platform which will serve for exchange of knowledge, experience, establishing of cooperation, coordination and planning related to agrarian and rural development policy aimed to enable efficient achievement of strategic objectives in the agricultural sector.
Objective
To enhance capacities and develop professional skills of cooperatives and associations members, thus improving public-private dialogue between the cooperatives, producer/processors associations and the Government.
Scope of Work
UNDP is seeking a qualified and experienced legal entity to:
- Design and support the implementation of the learning plan of the Farmers Club within the Ministry of Agriculture and Environmental Protection. The learning plan should contain events, trainings, workshops, high level meetings and other types of learning activities.
- Prepare and deliver adequate training programme for representatives of cooperatives and farmers associations.
- Training programme should consist of 20 training sessions for 20 – 25 representatives of cooperatives and producers/processors associations per session. Targeted cooperatives and associations must have at least 100 active members and shall be recognized as representative associations for relevant agricultural sectors, i.e. milk and dairy, meat, crops, fruits and vegetables. The estimated duration of each session is 2 days. The objective is to deliver at least 40 days of trainings for minimum 400 participants.
- Upon completion of training programme, the participants should be fully acquainted with the information necessary for successful organization of cooperatives and farmers’ associations as per most advanced existing models. They should also be provided with clear guidelines on existing sources of financing, i.e. loans, incentives, grants from EU funds and other financial instruments.
- All training sessions must be evaluated by participants upon completion in order to assess their quality and usefulness. Feedback will also inform the Contractor on what possibly needs to be improved to meet the expectations of the participants. Contractor should prepare a post – training report containing the short impact analysis.
Eligibility Criteria
- Education:
- University degree in agricultural economics, rural development, finance, economics, management, business development or other relevant area.
- General Professional Experience:
- At least 10 years of postgradual professional experience in the field of agribusiness, agriculture and rural development
- Specific professional experience:
- At least 5 years of professional experience in working with cooperatives, producers and processors associations
- Proven experience in carrying out assessments in the fields of agro-food development, agribusiness and value chain development, legislative framework relevant for the cooperatives and farmer’s associations
- Excellent understanding of Serbia’s socio-economic situation
- Excellent communication and presentation skills are a must
- Fluency in both Serbian and English languages.
