The United Nations Development Program (UNDP) invites you to participate in the competition for grant proposals within the framework of the joint project of the Ministry of Foreign Affairs of Finland and UNDP “Towards Sustainable Access to Justice for Legal Empowerment in the Kyrgyz Republic”.
Goals
In accordance with the attached Guide for the project grant applicants, the objectives of this grant application are as follows:
- widening the participation of people with disabilities in legislative processes, in the activities of various working groups to improve the lives of people with disabilities, participation in public and state activities to promote the rights of people with disabilities and ensure the accountability of the state for its international obligations in the field of the rights of people with disabilities;
- strengthening the institutional and technical capacity of human rights organizations working with people with disabilities, the Council for People with Disabilities under the Government of the Kyrgyz Republic, for effective interaction with stakeholders in state executive bodies and parliament in order to ensure that the interests and experiences of people with disabilities and NGOs working with people with disabilities are taken into account for better decision-making at all levels.
Objectives
- Train the members of the coordination councils for the protection of the rights of persons with disabilities, created in 15 districts of Chui and Osh oblasts in such areas as: human and civil rights and freedoms, violation of rights and various forms of discrimination, protection and promotion of rights, cooperation with representatives of civil society and officials of public authorities and local self-government bodies, etc.
- Raise the capacity of the minimum of 30 leaders of NGOs working with PWDs on the protection of rights, financial stability of the organization, elaboration of a strategic plan, maintaining organization’s documentation, writing projects, national and international legislation in the field of rights of PWDs, etc.
- Development and advocating of the draft Regulation “On public advisers on the issue of disability” to facilitate the process of including the issues of people of disabilities to the local agendas of the heads of state and municipal authorities at all levels to make quality decisions in this field.
- Enhance the work of the Council for Persons with Disabilities under the Government of the Kyrgyz Republic through forming the technical secretariat/technical support which will assist in organizing Council meetings, drawing up minutes and decisions of the Council, monitoring the implementation of Council recommendations, as well as fostering close communication between the Council and the public.
Funding Information
- The maximum allowable budget is USD $40,000.
- The contract will be awarded in the Kyrgyz Republic Som (KGS) based on the official United Nations USD-to-KGS rate applicable on the date of the project proposal submission.
- The evaluation of the project budget will be performed based on estimated costs and expected outcomes ratio.
Expected Outcomes
- Minimum 45 members of the coordination councils for the protection of the rights of persons with disabilities (hereinafter CC), created in 15 districts of Chui and Osh oblasts in such areas as: human and civil rights and freedoms, violation of rights and various forms of discrimination, protection and promotion of rights, cooperation with representatives of civil society and officials of public authorities and local self-government bodies are trained.
- Capacity of the minimum of 30 leaders of NGOs working with PWDs on the protection of rights, financial stability of the organization, elaboration of a strategic plan, maintaining organization’s documentation, writing projects, national and international legislation in the field of rights of PWDs have been raised.
- Development of the draft Regulation “On public advisers on the issue of disability” which to facilitate the process of including the issues of people of disabilities to the local agendas of the heads of state and municipal authorities at all levels to make quality decisions in this field is finalized and discussed with all relevant actors. The advocacy campaign to put it into operations is provided.
- The technical secretariat/technical support which will assist in organizing meetings, drawing up minutes and decisions of the Council for Persons with Disabilities under the Government of the Kyrgyz Republic, monitoring the implementation of its recommendations, as well as fostering close communication between the Council and the public is established and provided.
Eligibility Criteria
- Noncommercial organizations established and registered in the Kyrgyz Republic.
- Consortium of two or more non-profit organizations established and registered in the Kyrgyz Republic.
- All Consortium members – Grant Applicants shall be legal entities established and registered in the Kyrgyz Republic as non-profit organizations in accordance with the current legislation.
- The Applicant shall submit the project proposal on behalf of one of the organizations authorized by the consortium member organizations to represent the consortium, with all subsequent commitments to its members and the Grantor.
