The United Nations Development Programme (UNDP) is seeking proposals from civil society actors for “Transformative Governance and Finance Facility (TGFF) Program” which is a UNDP project, supported by the Ministry of Finance of the Slovak Republic.
UNDP is looking to support civil society actors from countries which have undergone successful transition processes, in sharing lessons learned and successful measures of civic engagement with NGOs in select countries in the Europe and the Commonwealth of Independent States (ECIS) region.
The TGFF project takes a holistic approach in addressing key development challenges in the ECIS region by strengthening institutional capacities, embedding smart technologies in processes and creating enabling conditions for civil society to seek accountability from public institutions.
Through this Call for Proposal, UNDP seeks to partner with an NGO (or a coalition of NGOs) with experience in contexts of democratic transition, which could share their knowledge and strengthen the capacities of organizations in the ECIS region in areas related to advocacy for better governance and seeking government accountability.
Funding Information
- The proposed budget can reach up to a maximum of USD 50,000.
- The overall project budget can be higher if funds are available from other sources. But the grant application budget must not exceed USD 50,000.
Focus Activities
- In coordination with UNDP, conducting a mapping of key organizations in the priority countries working in areas related to accountability, open government and anti-corruption;
- Trainings for civil society organizations in the ECIS on effective forms of advocacy and different tools for seeking accountability;
- Workshops on effective forms of engaging and collaborating with the government;
- Organizing interactive web-sessions for partner organizations in select countries to learn from each other and exchange ideas about closer collaboration on issues that matter to them (e.g. localocracy, citizenbridge.org,).
Expected Outcomes
- Awareness and capacities raised among civil society organizations in select countries in the ECIS region on effective forms of advocacy with the government;
- Channels of collaboration and communication established between NGOs in the select ECIS countries and NGOs from successful transition contexts.
- Public sector institutions in the ECIS region enhanced knowledge and skills to use data for good governance and social impact;
- Citizens in the ECIS region enabled to generate and use data that could strengthen design and delivery of a wide range of public services;
- Regional and national entities, leaders and groups enabled to learn from each other, collaborate and share experience; and
- National counterparts and citizens enabled to apply a range of alternative financing mechanisms for the benefit of policy-making and public service delivery.
Proposal Priorities
Project proposals should aim at supporting civil society organizations in the ECIS region in the development of their capacities, based on practices of successful transition countries in:
- Effective strategies for advocacy on government accountability, openness and anti-corruption, and/or;
- The use of new technologies for inclusive governance.
Eligibility Criteria
Applications will be accepted from:
- Non-governmental organizations, local associations, academic institutions, and other civil society institutions, with experience working in the field of good governance and new technologies in transition contexts.
- Consortiums of organizations are encouraged to apply.
