Qualified organizations are welcome to apply to serve as an implementing partner for a mobile technical and vocational education and trianing (TVET) pilot in Kapoeta, South Sudan to support the Ministry of General Education and Instruction in implementing the programme.
The focus of this Call for Proposals is to support the implementation of a pilot mobile technical and vocational education and training (TVET) programme in Kapotea, South Sudan in conjunction with the Ministry of General Education and Instruction (MoGEI) and UNESCO.
Activities
- Disbursement of teaching/learning supplies for at least 300 learners and 15 facilitators and temporary learning space equipment provided by UNESCO.
- Support MoGEI at the national and state-level in a capacity building manner:
- To identify/select pilot sites in consultation with county and payam education authorities as well as community (boma, topaza and other targeted groups once the programme location is finalized) leaders and UNESCO. The selected sites should have:
- Safe and secure facilities for storage of teaching/learning supplies, and provide conducive working environment for facilitators
- Willingness of the selected community to learn and share the knowledge and ownership towards the programme
- To identify facilitators to be recruited for the pilot programme
- To obtain nominations of existing local/state-level trainers (up to six) from the relevant state ministries in Kapoeta who will participate in the facilitator’s trainings
- To mobilize, profile and enroll at least 300 learners (50% must be female) between the ages 15-35 to be trained in agriculture/livestock skills inclusive of peacebuilding, gender, comprehensive sexual education, natural resource management, disaster risk reduction, entrepreneurism and literacy/numeracy in an equitable and inclusive manner
- Actively monitor and analyze learners and their environment (including but not limited to social, cultural and economic inclusive of value chains) to evaluate programme’s interventions and report to MoGEI and UNESCO with data/analysis
- To provide at least one (1) pre-service and one (1) in-service trainings to at least 15 facilitators as it relates to administrative/logistical arrangements and technical support based on an agreed timeline with ministries/UNESCO in the provision of agriculture/livestock skill provision inclusive of peacebuilding, gender, comprehensive sexual education, natural resource management, disaster risk reduction, entrepreneurism and literacy/numeracy.
- To develop results-based monitoring framework including key performance indicators
- To monitor and evaluate all activities
- To identify/select pilot sites in consultation with county and payam education authorities as well as community (boma, topaza and other targeted groups once the programme location is finalized) leaders and UNESCO. The selected sites should have:
- Provide monthly incentive disbursement to facilitators for six (6) months (in financial proposal, please provide the proposed remuneration rate)
- Provide either travel allowance or transportation for facilitators to travel to areas where TVET provision will be offered to learners (if travel allowance is provided to facilitators in the proposal, please duly note the rate in the financial proposal)
- Provide certificates of completion to all learners endorsed by MoGEI and UNESCO
- Propose appropriate and neutral monitoring mechanisms on the ground for timely feedback and quality delivery of services
- Provide government stakeholders and UNESCO with field mission support including but not limited to ground transport, local meeting facilitation, etc.
- Provide monthly and project completion reports and all data and programmatic updates as requested by government and UNESCO in a timely manner
- Other relevant activities as prescribed by UNESCO
Requirements
- An organization with 5+ years of experience in working in the field of TVET, education, capacity development and established presence in Kapoeta, South Sudan; preference will be given to the wellequipped organizations able to mobilize existing non-expandable goods such as computers, vehicles, cameras and other basic equipment for this project.
- Extensive experience and capacity in education in emergencies and understanding of conflict settings.
- All team members must have very good level of oral and written English and Arabic spoken in South Sudan; knowledge of other local languages spoken in South Sudan and especially in Kapoeta area will be an added advantage.
- Established good rapport and working relations with the counterparts at the local level including government and other key stakeholders.
- Ability to procure and disburse materials/supplies in a timely manner.
- Ability to conduct financial transactions (including transfer of salary/incentive payments to staff/teachers) in a transparent and accountable manner.
- Capacity to work in multicultural teams, engage in group work and produce high quality work within tight deadlines.
- Capacity to document and produce evidence-based reports of the project implementation, progress and its impact.
