The Office of the United Nations High Commissioner for Refugee (UNHCR) is seeking expression of interests for its program entitled “Development of Capacity Building and Research Projects on Citizen, Legal Identity and Anti-discrimination” to solicit the interest of prospective or existing partner for the implementation of this project in support to UNHCR Myanmar Stateless Program.
Objectives and Priority Areas
Component 1: Capacity Building and Research Projects on Citizenship Legal Skills Training
- Location: Yangon (nationwide)
- Objectives: Law and policy developed and strengthened
- Expected Outputs and Main Activated:
- Design and implement a series of training for lawyers and civil society on the citizenship law and international standard related to the right to nationality.
- Develop a set of tools in Myanmar/other ethnic language to raise awareness for lawyers and civil society on the citizenship law and international standard.
- Convene forums with lawyers to discuss cases, litigation to strategies and advocacy on citizenship issues.
- Conduct legal research on key areas of Myanmar law related to citizenship issues.
Component 2: Capacity Building and Research Projects on Anti-discrimination and Legal Identity
- Location: Yangon (nationwide)
- Objectives: Law and policy developed and strengthened
- Expected Outputs and Main Activated:
- Design and implement capacity building activates with relevant legal networks, civil society, academia and other stakeholders that promote anti-discrimination principles and the link with human rights, including citizenship and identity.
- Conduct research on access to documentation for minority groups and identity discriminatory practices.
Project Period: An initial implementation period will be for 6 months starting from 1 March 2017.
Selection Criteria
Interested organizations should have substantial experience in the legal assistance/ access to civil documentation, protection sectors working with conflict-affected communities, stateless communities and IDP, as well as experience in conducting research and capacity.
- Sector expertise and experience: the required specific skills, sector specialties, knowledge and human resources, in particular, demonstrated experience in conducting research on statelessness and gender issue; and experience in identifying household and groups with communities, and in sensitizing communities about targeting criteria and targeted interventions.
- Project Management: ability to deliver project objectives and outputs, accountability mechanism and sound financial management. Please describe internal control mechanisms, procurement procedures, and audit results from recent years.
- Local experience and presence: pre-existing relationship with government and other key stakeholders in the local areas; local knowledge; trust from local communities; policy on community relation; complaint mechanisms for clients; and other factors that would facilitate access to and better understanding of the person of concern and that would reduce administrative difficulties.
- Contribution of resource: evidenced and documented contribution of resource to the project in cash or in-kind (e.g. human resources, knowledge, supplies and/or equipment) by the partner that are presently available (or potentially mobilized by the partner) in order to supplement UNHCR resources.
- Cost effectiveness: level of direct costs and administrative costs imposed on the Project in relation to project deliverables.
- Experience working with UNHCR: global and/or local partnerships including knowledge of UNHCR policies, practices and program, including an understanding of and ability to work within UNHCR’s funding limitations and associated inherent risks. Partners that have received qualify audit opinions for UNHCR-funded projects may be considered.
