The Office of the United Nations High Commissioner for Refugees (UNHCR) is seeking Expression of Interest (EoI) from interested Non-Governmental Organizations (NGOs) to assist UNHCR’s persons of concern with specific needs among both of the above groups through the provision of unconditional cash and in kind assistance and referral to social service institutions.
The project aims at providing UNHCR’s persons of concern, i.e. conflict induced internally displaced persons and refugee returnees with specific needs, with immediate support to mitigate the protection risks and resort to bad coping mechanisms.
Project Aims
- Addressing the immediate needs of PSN through provision of direct assistance and/or through referral to the network of service providers (PSN network). It will seek to offer and support/and promote self-reliance amongst some of those assisted.
- Strengthening the established provincial and regional referral networks to respond to the needs of PSN.
- Contributing to the establishment of social protection mechanism in the communities.
- Support women at risk with small income generation grants to strengthen their resilience.
Funding Information
- The budget range for this project is between $100,000 – $130,000.
- A break-down of which should be realistically calculated based on the needs and presented to UNHCR. The NGO applicants are welcome to use their own template.
Intended Population of Concern
The project will prioritize for assistance persons with specific needs among:
- Voluntary repatriated returnees
- Conflict induced internally displaced persons;
- Women at risk among the above mentioned categories;
Eligibility Criteria
Interested registered Non-Governmental Organizations (NGOs) in Afghanistan are invited to submit concept notes.
How to Apply
All applicant NGOs are also required to submit the following documents:
- NGO Registration Certificate with the Ministry of Economy
- NGO profile, Organizational Chart and list of current/previous projects, donors and project locations
- Operational manuals (Administration, HR, Finance, Procurement and Fraud Prevention policies)
- Recent Audit Report/ Financial Statement (preferably for the last 3 years) conducted by an independent audit firm
- Organization’s past experience and on-going programs addressing the needs of IDPs and refugee returnees with either UNHCR and other donor agencies
- Organization’s Security Policy and Guidance.
