United Nations announces Grant Competition to Establish Services to Protect Victims of Violence – Ukraine

The United Nations has announced a grant competition to establish services to protect victims of violence.

The purpose of this announcement is to provide information on the grant competition for non-governmental organizations operating in the Donetsk region, which is conducted by the UN Peacebuilding and Peacebuilding Program, and to explain the procedure for submitting project proposals.

The announcement sets out the criteria for meeting the requirements of the competition, the process of submitting and selecting project proposals, as well as the criteria for evaluating projects that will be selected within this competition.

The overall strategy of the competition is to apply a community-based approach to ensure social cohesion and public safety. The competition is held in the following target area: “Creation of specialized support services for victims of domestic and / or gender-based violence”.

Funding under the grant competition will be provided with the support of the governments of Denmark, Sweden and Switzerland.

Expected Results

In the communities of Donetsk region, new places of safe stay of persons who have suffered from domestic and / or gender-based violence have been created and transferred to the balance of the relevant local government body in accordance with legal requirements for preventing and combating domestic and gender-based violence.

Duration

Duration of projects – from 6 to 12 months. Start of project implementation – September 1, 2020.

Eligibility Criteria

• Public or charitable organizations that will submit project proposals under this Call must meet the following mandatory requirements:
  • be officially registered with the status of a legal entity in the territory of Donetsk region;
  • have the status of a non-profit or charitable organization (non-profit codes 0032, 0034, 0036, 0038, 0039 or 0048);
  • have experience of 2 years in accordance with the theme of the competition (in the field of public safety, police and community interaction on the basis of partnership, social cohesion, gender equality, assistance to those who have experienced sexual and gender-based violence);
  • have proven experience in implementing at least two projects, one of which must have the implementation of the infrastructure component, and reporting on them;
  • have appropriate specialists and project staff for its implementation (project manager, financial specialist / accountant and other specialists according to the needs of the project). If the involvement of specialists is envisaged only if the project proposal is supported, the descriptive application should contain key requirements for each of the specialists envisaged by the project (profile education, work experience, etc.);
  • experience in preventing and combating domestic violence, sexual and gender-based violence will be an advantage;
  • knowledge of regulations on preventing and combating domestic and gender-based violence, interaction between actors and the organization of service delivery will be an advantage.
• Personnel involved in the project must meet the following requirements:
  • the project team should at least consist of: a project coordinator (responsible for the overall coordination of project implementation and submission of relevant reports to the UN Peacebuilding and Reconstruction Program), an accountant (responsible for accounting and financial reporting);
  • experience in the public sector for at least three years (for the project manager);
  • knowledge of languages – fluency in Ukrainian;
  • the accountant must have higher education (related to accounting), work experience in the field of accounting for at least two years;
  • readiness to implement all rules and regulations of cooperation proposed by the international donor.
  • Staff employment:
    • project manager – no more than 0.5 – 0.75 rate;
    • accountant – no more than 0.25 rate.
• Territories of realization of competition, requirements to registration and experience of the organizations:
  • Projects that will be implemented at the expense of this grant competition must be implemented in the target communities, namely:
    • Mangush district;
    • Pokrovsk
    • Ugledar.
  • Proposals from organizations that do not meet the above requirements will not be considered. Applications submitted from individuals, commercial organizations, government agencies and organizations, local governments, trade unions, political parties, religious organizations will not be considered.
  • Organizations that have an ongoing grant agreement with the Public Security and Social Cohesion component of the United Nations Peacebuilding and Peacebuilding Program may submit project applications for this call provided that activities under the current agreement are fully completed by August 31, 2020 (including submission). financial and program reporting).
