The U.S. Department of Agriculture – Natural Resources Conservation Service (NRCS) is inviting proposals for the 2021 Texas Partners for Conservation Program to encourage collaboration and developing state-and-community-level conservation leadership.
The purpose of the Texas Partners for Conservation awards will be to leverage NRCS and partner resources on proposals that address the following strategic goals of the Texas NRCS:
- Accelerated development of conservation plans that will address environmental quality issues on agricultural lands within Texas
- Provide Outreach to Historically Underserved producers/clients
Priority will be placed on Conservation Technical Assistance projects that:
- Provide high quality technical services that help the customers achieve their conservation goals.
- Increase adoption of conservation in Texas.
- Increase easement outreach, training, and education.
Priority will be placed on Outreach projects that:
- Provide high quality technical services that help the historically underserved producers achieve their conservation goals through NRCS conservation practice standards.
- Increase participation of historically underserved producers in conservation programs (technical and/or financial assistance) by at least 1% of the total number of participants reached.
- Provide training opportunities through one-on-one consultations, workshops, conferences, demonstration and field day events or any other event that focuses on historically underserved producers.
- Provide a method to follow-up with the historically underserved producers to measure rate of success of their participation in both technical and financial assistance by NRCS staff.
- Provide training opportunities, outreach, and education on easements through one-on-one consultations, workshops, and conferences.
Funding Information
- Estimated Funding: The total amount of Federal funding the agency expects to award through this announcement is $300,000.00 in FY 2021.
- Start Dates and Performance Periods: Applicants should plan their projects based on an estimated project start date of September 15, 2021. Project years are determined using the NRCS fiscal year with the first fiscal year ending on September 30, 2021 and the second year beginning October 1, 2021.
Eligibility Criteria
Applicants and applications must meet eligibility criteria by the application deadline to be considered for award. Eligible applicant type is determined by the implementing program statute. Applicant entities identified in the SAM.gov exclusions database as ineligible, prohibited/restricted, or excluded from receiving Federal contracts and certain Federal assistance and benefits will not be considered for Federal funding, as applicable to the funding being requested under this Federal program (2 CFR 200.206(d)).
Eligibility for this opportunity is limited to the following entity types
- City or township governments
- County governments
- Native American tribal governments (Federally recognized)
- Nonprofits having a 501(c)(3) status with the IRS (other than institutions of higher education)
- Private institutions of higher education
- Public and State-controlled institutions of higher education
- State governments
