The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs, is seeking applications from qualified non-governmental organizations (NGOs), educational institutions and other qualified organizations for a grant or cooperative agreement to implement a program entitled “Afghanistan Access to Justice Legal Aid Project.”
The project aims to ensure the right to legal representation and a fair trial are protected for all Afghans by a robust, government-supported legal aid system that provides a high-quality, effective criminal defense representation consistent with international standards to the indigent and vulnerable populations and provide training and mentoring to the Government of Afghanistan’s legal aid providers.
Objectives
- Provide increased access to quality legal representation for indigent and other vulnerable populations.
- Achieve systematic change and strengthen the rule of law
- Strengthen the capacity and effectiveness of the Afghan government legal aid system.

Eligibility Criteria
- Applicants that qualify to receive U.S. grants such as U.S. not-for-profit/nongovernmental organizations (NGOs) or U.S. based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign based educational institutions, with the ability to develop and successfully implement a project and meet INL’s reporting requirements;
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined propo However, one organization should be designated as the lead applicant.
- To be eligible for a grant award, organizations must have a commitment to non‐discrimination with respect to beneficiaries and adherence to equal opportunity employment practices. Non‐discrimination includes equal treatment without regard to race, religion, ethnicity, gender, and political affiliation.
