The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs, is seeking applications from qualified Non-Governmental Organizations (NGOs), Educational Institutions and other non-profit qualified organizations for a Grant to implement a program entitled “Strengthening Implementation of Anti-Corruption Standards in the Western Hemisphere.”
This award will support efforts in at least two of four target countries (select among: Argentina, Ecuador, Panama, and Peru) to identify priority substantive anti-corruption measures and assist in implementation of reform actions related to them. The substantive measures will be determined in reference to the international and regional standards to which these countries have agreed, and the recommendations of the peer review bodies associated with them.
The program’s goal is to help governments meet priority international and regional anti-corruption standards they have agreed to by spurring the implementation of laws, policies, procedures, or other actions that respond to recommendations and commitments made in anti-corruption bodies. Where political will is lacking, the project’s goal will be to assist non-governmental organizations (i.e. local civil society and international organizations) in advocating for reforms.
Objectives
- Identify priority recommendations and commitments (two to three per country) in coordination with interested stakeholders, with input and approval by the U.S. government.
- Coordinate with foreign government and/or local civil society to develop plans (i.e. action plans and road maps) to implement reforms to advance compliance with the priority recommendations and commitments selected under Objective 1.
- Provide technical assistance, advocacy, and donor coordination to implement tangible reforms (laws, policies, procedures, etc.) that respond to recommendations or commitments.

Eligibility Criteria
- U.S. based non-profit/non-governmental organizations (NGOs) or educational institutions having a 501(c)(3) status with the IRS or overseas based non-profit/non-governmental organizations (NGOs) or private/state educational institutions.
- Applicants must have demonstrated experience implementing similar programs, preferably in the Western Hemisphere region and in Argentina, Ecuador, Panama, and/or Peru. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in Spanish and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
Please Note: Public International Organizations (PIOs) and For-Profit Organizations are excluded from applying to this grant announcement.
