The Department of Homeland Security – FEMA is accepting applications for the 2022 Community Assistance Program – State Support Services element (CAP-SSSE) Program.

The Community Assistance Program – State Support Services element (CAP-SSSE) program provides funding to States to provide technical assistance to communities in the National Flood Insurance Program (NFIP) and to evaluate community performance in implementing NFIP floodplain management activities.

CAP – SSSE strives to leverage state knowledge and expertise to provide support to communities through activities that most effectively reduce flood losses.

Goals

The CAP-SSSE program goals align directly to the national Floodplain Management Program multi-year plan. These goals provide the framework for guiding the activities of the FEMA Regions and state NFIP coordinating agencies as they work to meet the vision of the NFIP and the goals of the FEMA Strategic Plan, including instilling equity as a foundation of emergency management, leading the whole community in climate resilience, promoting and sustaining a ready and prepared nation. Annually, and in collaboration with FEMA, states are expected to develop and meet performance commitments for funded activities and community outcomes that align to the achievement of the CAP-SSSE program goals:
