The United States Agency for International Development (USAID) is seeking applications for a Fixed Amount Cooperative Agreement (FACA) from qualified entities to implement the South Sudan Community Led Monitoring (CLM) Activity.
The objective of the Community-Led Monitoring (CLM) Activity is to conduct systematic and routine monitoring of facility and community service delivery sites that receive US Government President’s Emergency Plan For AIDS Relief (PEPFAR) investments and establish community-driven rapid feedback loops to improve health service delivery and outcomes.
Objectives
The two objectives of CLM are as follows:
- Qualitative data collection at identified PEPFAR supported sites. Illustrative activities include:
- Collect qualitative data at the identified PEPFAR supported sites in the country. Updating and adapting the currently developed data collection tools (Client Survey at Facilities tool, Facility Staff Survey, Observation Survey, Focus Group Survey, Support Group Survey, Client Story Survey and Reflection Survey) to become more straightforward, accessible and technologically appropriate, and using data collection best practices.
- Train community-based data collectors on data collection techniques. The recipient will train data collectors per the USAID-approved plan ahead of any data collection efforts. The data collectors must be service users (i.e. PLHIV, KPs) and be appropriately trained to effectively collect the data without compromising personal information or increasing stigma.
- Advocacy for quality HIV/AIDS services. Illustrative activities include:
- Implement feedback loops between communities and providers at the designated PEPFAR supported sites. The recipient is expected to create and implement sustainable feedback mechanisms in the communities of PEPFAR supported sites. These feedback mechanisms have the goal to inform and engage both clients, providers, and other relevant community stakeholders about the findings from data collection in effort to strengthen advocacy for, and improvement of the quality of HIV/AIDS services. Plans must be action-oriented and include avenues to initiate inclusive conversations, identify agreed-upon solutions, monitor change, ensure accountability, and to adjust as needed.

- Award Floor: $350,000
- The estimated start date will be October 1, 2022. The base period of performance is for 2 years and the maximum period of performance is 5 years.
Eligibility Criteria
- Eligibility for this NOFO is restricted to local organizations.
- The registered non-commercial, non-governmental civil society organizations (e.g. public foundations, public associations and associations of legal entities) in South Sudan are eligible to apply.
- These organizations cannot be current/on going recipients of PEPFAR funding.
- Only local organizations are eligible for an award.
- USAID defines a “local entity” as an individual, a corporation, a nonprofit organization, or another body of persons that:
- Is legally organized under the laws of South Sudan; and
- Has as its principal place of business or operations in South Sudan; and
- Is majority owned by individuals who are citizens or lawful permanent residents of South Sudan; and
- Is managed by a governing body the majority of who are citizens or lawful permanent residents of South Sudan.
