The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Sustainable Management of Tsavo and Amboseli Landscapes program.
USAID Kenya and East Africa (USAID/KEA) is interested in scaling -up landscape-level biodiversity conservation in targeted areas which fall outside nationally protected areas.
USAID intends to partner with one organization to work with communities, private sector, local government institutions, and civil society organizations in conserving biodiversity and livelihood improvement in targeted landscapes.
Through a co-creation process, USAID intends to develop one award which will support one activity in the Greater Amboseli Ecosystem (GAE), and one activity for the larger Tsavo Conservation Area (TCA).
USAID reserves the right to develop and issue multiple awards.
Objectives
USAID/ Kenya and East Africa (USAID/KEA) is interested in fostering locally-led development and accelerating private sector engagement across its development programs.
- Improved Governance of Tsavo and Amboseli Landscapes: The purpose of the program is to strengthen local community organizations that are working directly with the local landowners and community conservancies to conserve biodiversity and wildlife outside the protected areas.
- Reduced threats and improved biodiversity conservation: Competing land uses create increased threats such as fragmentation, unplanned settlements, and unsustainable land use which have implications for ecosystem health, blockage of migratory wildlife corridors, and increased human wildlife conflict.
- Increased partnerships for landscape level economic growth and sustainability: Increased capacity for engagement with the private sector is necessary for economic expansion, as well as for other livelihood activities such as livestock markets, and payment for ecosystem services. Applicants should identify and develop partnerships which can enhance capacity and opportunities for local economic growth with a focus on women and youth.
- Increased Community and ecosystem Resilience: Adapting to climate vulnerabilities is fundamental to ensuring sustainability across sectors and to protecting local livelihoods. The applicant should consider approaches to creating more resilient communities and ecosystems, which also considers local well-being in the areas of food security, and water.
Funding Information
- USAID intends to award one Cooperative Agreement pursuant to this notice of funding opportunity.
- Subject to funding availability and at the discretion of the Agency, USAID intends to provide $7,800,000 ($3.9 million to the Greater Amboseli Ecosystem (GAE), and $3.9 million to the larger Tsavo Conservation Area (TCA)) in total USAID funding over a five (5) year period.
Eligibility Criteria
- Eligibility for this NOFO is not restricted. Eligible organizations include:

- registered U.S. and non-U.S. private non-governmental organizations;
- registered U.S. and non-U.S. non-profit organizations; and
- for-profit organizations willing to forego profit.
- Types of organizations could include foundations, faith-based organizations (FBOs), communitybased organizations (CBOs), host country organizations, private organizations affiliated with public academic institutions and international non-governmental organizations, private companies, professional associations, and other international and indigenous organizations. Local partnership consortia comprising any of the above are also encouraged to apply.
- Other U.S. Government departments and agencies may not apply for USAID funding under this NoFO.
- Host country government agencies/entities are not eligible to apply. Furthermore, cost applications may not contain Level of Effort related costs for host country government staff.
- All applicants must be legally recognized organizational entities under applicable law.
