The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Long-term Exceptional technical Assistance Project (LEAP) Local program.

Goal

Within the scope of the LEAP project, the Recipient(s) will strengthen national infectious disease programs and other health priorities by empowering host governments to lead and manage key aspects of their infectious disease portfolios as well as improve coordination between infectious disease program stakeholders involved in the country and the host government. LEAP will facilitate a linkage between local technical expertise and a recognized human resource gap within the infectious disease portfolios at a variety of national health entities. By targeting local entities to provide expertise as the prime partner under the proposed assistance awards, solutions will be locally driven with local priorities being central to an inclusive country-driven programming approach. Furthermore, the technical assistance provider will be able to engage in a meaningful, culturally appropriate, local solution driven and technically sound approach that permits continuous direct mentoring and quality improvements within the Ministry of Health and other national health entities.

Objectives

LEAP-Local aims to strengthen MOH systems and structures through a deliberate, longterm, provision of high-quality senior level infectious disease (ID) and other health technical experts who will help guide, strengthen, and enhance the national infectious disease programs. LEAP-Local aims to build efficient, effective, and self-reliant infectious disease and other health programs at the MOH or national health entity. Inherent in LEAP-Local’s design is capacity building and mentorship where experts embedded at national infectious disease programs will strengthen key aspects of the health portfolios, including improving coordination between disease program stakeholders involved in the country and the host government and improving quality of overall health programming. Geographic Focus

For LEAP Local, USAID anticipates awarding one cooperative agreement per region as listed below. Accordingly, each proposal must be multi-country focused only on the countries corresponding to one of these three regions and a successful applicant will be able to work across multiple countries in a region.

Note: BOLD* signifies USAID TB Priority Countries. It is not necessary that applicants work in all countries listed or only countries listed.
