Pursuant to the Foreign Assistance Act of 1961, as amended, the United States Government, as represented by the U.S. Agency for International Development Mission in the Philippines (USAID/Philippines), invites applications for funding from all eligible organizations to carry out activities that will improve health for underserved Filipinos through the reduction of unmet need for modern family planning services, reduction in teenage pregnancies and reduction of newborn morbidity and mortality.
The program goal is to improve financial protection and equitable access to essential health services to maximize tuberculosis (TB), family planning and reproductive health (FP/RH) outcomes.
Objectives
- Strengthen, introduce and institutionalize effective approaches and practices that will support the DOH and PhilHealth address operational bottlenecks that impede the effective implementation of health financing policies to improve health outcomes.
- Improve institutional capacity of DOH and PhilHealth to collect, analyze and use information to develop and implement evidence-based health financing policies and programs.
Award Information
USAID intends to provide funding for this activity for a range between $10.5 million to $11.5 million, over a period of five years.
Eligibility Criteria
- This funding opportunity is open to all eligible U.S and non-U.S. non-governmental organizations (other than those from foreign policy restricted countries), including foundations, institutions of higher education, consortiums and public international organizations, etc.
- Individuals are not eligible to participate.
- Pursuant to 2 CFR 200.400(g), it is USAID policy not to award profit under assistance instruments such as Cooperative Agreements. While for-profit firms may participate, pursuant to 2 CFR 700.13(A)1), Prohibition against Profit, no funds will be paid as profit to any for-profit entity receiving or administering Federal financial assistance as a recipient or sub-recipient, and as such, for- profit organizations must waive profits and/or fees to be eligible to submit an application.
- USAID welcomes organizations that have not previously received financial assistance from USAID.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
