The United States Agency for International Development (USAID) is seeking applications from qualified entities to implement the USAID/West Bank and Gaza Conflict Management and Mitigation People-to-People Reconciliation Fund program.

USAID seeks to effectively prevent, mitigate and manage the causes and consequences of violent conflict, instability and extremism. The Center for Conflict and Violence Prevention (CVP) in the Bureau for Conflict Prevention and Stabilization leads USAID’s efforts to identify and analyze sources of conflict, supports early responses to address the causes and consequences of instability and violent conflict, and seeks to integrate conflict mitigation and management into USAID’s analysis, strategies and programs.

USAID seeks programs that produce more concrete and measurable results through conflict resolution by bringing participating groups together to resolve issues of common concern. Studies have shown that when common goals or shared problems are present, communication between groups moved towards reducing conflict. In addition to the people-to-people approach, USAID requests applicants to focus on issues of common interest between two categories of participants:

Funding Information

  • Subject to funding availability, USAID intends to provide approximately US $9,000,000 in total USAID funding. Actual funding amounts are subject to availability of funds, as well as content, quality, and number of applications received, needs, and competing priorities.
  • USAID intends to award multiple awards pursuant to this notice of funding opportunity of TWO TYPES: (i) Standard Assistance Awards (Grants and Cooperative Agreements) and (ii) Fixed Amount Awards (FAAs):
    • Standard Assistance Award (SAA) – Applicable for Cross Border and Israel Only Applications: These have a range from a minimum USAID-funded amount of $500,000 to a maximum USAID-funded amount of $1,500,000, excluding any cost share or matching funds.
    • Fixed Amount Awards (FAAs)- Applicable for Israel Only Applications: These have a range from a minimum USAID-funded amount of $50,000 to a maximum USAID-funded amount of $150,000 excluding any cost share or matching funds.
  • The anticipated start date for the award(s) is on or about September, 2021.
  • Please note the period of performance of SAA applications may extend up to a maximum of 36 months. The period of performance of Israel Only FAA applications may extend up to a maximum of 18 months.

Geographic Code: The authorized geographic code for this activity is “937”. “937” is defined as the United States, the Cooperative Country (West Bank and Gaza, Israel), and developing countries other than advanced developing countries, and excluding prohibited sources.
