The United States Agency for International Development’s Mission in Somalia is seeking applications for the People-Centered Governance (PCG) Activity to promote more effective and legitimate local governance in southern Somalia.
This activity will support nascent local governance institutions that have struggled to adopt inclusive decision-making models, impartially manage resources and disputes, and deliver tangible results for citizens.
Funding Information
- USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID Somalia intends to provide an estimated ceiling of $40,000,000 in total USAID funding over a five (5) year period.
- The base amount for this award is expected to be approximately $25 million. In addition to this base amount, the Cooperative Agreement will include an unfunded budget allocation for three (3) opportunity modules of up to $15 million inclusive of indirect costs as follows:
- Opportunity Module A: $5,000,000
- Opportunity Module B: $5,000,000
- Opportunity Module C: $5,000,000.
Eligibility Criteria
- Eligibility for this NOFO is not restricted. USAID encourages applications from a broad range of interested parties, foreign and domestic non-profit organizations, foreign and domestic for-profit companies that forego profit, faith-based organizations, foundations, academic institutions, civic groups, Public International Organizations, and regional organizations. USAID welcomes applications from organizations which have not previously done business with USAID.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful applicant(s) will be subject to a responsibility determination assessment by the Agreement Officer (AO).
- The Recipient must be a responsible entity. The AO may determine if a pre-award survey is required and, if so, would establish a formal survey team to conduct an examination that will determine whether the prospective Recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
