The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified entities to implement the Rule of Law and AntiCorruption Activity in the Kyrgyz Republic.
In support of the Government of the Kyrgyz Republic’s (GOKR) goals to improve the rule of law and reduce corruption, the USAID/Kyrgyz Republic Mission seeks to award a Cooperative Agreement for a five-year rule of law and anti-corruption activity, referred to hereafter as the “Activity.”
The Activity will aim to strengthen the transparency and accountability of the judiciary and other key government institutions. It will do so by supporting the following four objectives:
- Strengthen the judiciary as a core pillar of the governance and rule of law architecture, with a focus on facilitating greater coherence, coordination, and communication between the varied institutions, actors, and processes (formal and informal) that comprise this system.
- Strengthen justice and legal services to address legal problems, resolve disputes, and protect fundamental rights and thus close the justice gap.
- Strengthen the connection between the judiciary and society by ensuring that the systems and services are more responsive to the population as a whole and equipped to address the legal problems and justice needs of the communities and businesses they are mandated to service.
- Engage select executive institutions and parliament to strengthen open government policies and the delivery of services across sectors in a more transparent, accountable, and citizen-responsive manner.
Funding Information
- USAID intends to award one Cooperative Agreement pursuant to this notice of funding opportunity. Subject to funding availability and at the discretion of the Agency, USAID intends to provide $9,400,000 in total USAID funding over a five-year period.
- The anticipated period of performance is 5 (five) years. The estimated start date will be determined at the time of the award.
Eligibility Criteria
- Eligibility for this NOFO is not restricted. All qualified applicants are eligible to apply.
- Organizations eligible to apply under this NFO include, but are not necessarily limited to, U.S. and non-U.S. non-profit or for-profit non-governmental organizations (NGOs), private voluntary organizations, foundations, colleges and universities, civic groups, faith-based and community institutions, private businesses and associations, regional organizations, philanthropic organizations, and advocacy groups. USAID encourages applications from potential new partners. For-profit Applicants should note that USAID policy prohibits the payment of fee/profit to the prime Recipient under grants and cooperative agreements.
- The successful Applicant must be a responsible entity. The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organizational experience, accounting, and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the Activity and comply with the terms and conditions of the award.
