The United States Government (USG), as represented by the U.S. Agency for International Development (USAID), Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA), Office of Conflict Management and Mitigation (CMM), is seeking applications from qualified entities for its Conflict Mitigation and Reconciliation Programs and Activities (Global Reconciliation Fund) with an aim to integrate conflict mitigation and management into USAID’s analyses, strategies, and programs.

Eligibility Criteria
- USAID welcomes applications from entities that have not previously received financial assistance from USAID
- The following types of entities (both local and non-local) are eligible to apply for funding under this RFA, subject to the restrictions described below (e.g., only local entities may submit applications in Colombia and Indonesia and in the lower funding category globally):
- U.S. and Non-U.S. Non-Governmental Organizations (NGOs)
- U.S. and Non-U.S. Non-Profit NGOs: Qualified U.S. and non-U.S. private non-profit NGOs may apply for funding under this RFA.
- U.S. and Non-U.S. For-Profit NGOs: Qualified U.S. and non-U.S. private for-profit NGOs may apply for funding under this RFA. Potential for-profit applicants should note that, in accordance with 2 CFR 200.400(g), profit, which is any amount in excess of allowable direct and indirect costs, is not an allowable cost for recipients of USAID assistance awards, and cannot be part of the project budget. However, the prohibition against profit does not apply to procurement contracts made under the assistance instrument when the recipient procures goods and services
- U.S. and Non-U.S. Colleges and Universities: Qualified U.S. and non-U.S. colleges and universities may apply for funding under this RFA. USAID generally treats colleges and universities as NGOs, rather than governmental organizations; hence, both public and private colleges and universities are eligible, except public colleges and universities in countries that are ineligible for assistance under the FAA or related appropriations acts.
