USAID/Georgia is inviting applications from Georgian civil society organizations (CSOs) in support of its new Elections and Political Processes project (2019-2023).
Proposed CSO activities will aim to improve how Georgian citizens and their diverse interests are represented and satisfied through the political system. USAID intends to provide approximately $4-$5 million in total USAID funding, subject to the availability of funds, to Georgian organizations through approximately 5-7 assistance awards with up to a 42-month period (3.5 years) of performance between 2019 and 2023.
Assistance awards will contribute to the following project sub-purposes:
- empower and enable the electorate to effectively demand issues-based political party programs and policy agendas responsive to their needs;
- level the electoral playing field to ensure elections are free and fair competitions; and
- boost participation and representation of politically marginalized groups (e.g. women, youth, minorities, persons with disabilities) to ensure their interests are heard and represented by the political system.
Program Components
- Component 1: Voter empowerment and voter education– The goal of this component of the NOFO is to empower and enable the electorate to effectively demand issues-based political party programs and policy agendas responsive to citizen needs (Sub-Purpose 2).
- Component 2: Oversight of elections and political processes– The goal of this component is to ensure Georgian civil society groups mount credible electoral and political process monitoring activities that will inform the public and build consensus for possible reforms required to level the electoral playing field necessary to ensure elections are free and fair competitions (Sub-Purpose 3).
- Component 3: Development of future political leaders– The goal of this component is to prepare the next generation of capable political leaders and civically engaged young citizens representing Georgia’s diverse society (Sub-Purpose 4).
Strategic Focus
The overall goal of this NOFO is to support Georgian civil society groups to play a larger role in fostering and sustaining the conditions for enhanced pluralism in Georgia’s electoral and political affairs. This NOFO is integral to USAID/Georgia Mission goals to advance Georgia on its journey to self-reliance and achieve objectives under its Country Development Cooperation Strategy (CDCS) and the wider Integrated Country Strategy (ICS) for the U.S. Embassy in Georgia.

Eligibility Criteria
Eligible Applicants Only qualified local Georgian organizations may apply for funding under this NFO. To qualify as a local entity for the purpose of this NOFO, the entity must:
- Be legally organized under the laws of Georgia (the country receiving assistance);
- Have its principal place of business or operations in Georgia; Be majority owned by individuals who are citizens or lawful permanent residents of Georgia;
- Be managed by a governing body, the majority of who are citizens or lawful permanent; and
- Residents of the country receiving assistance.
