The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Re-envisioning Excellence and Accessibility in Clinic-based HIV Services (“REACH 95”) Activity.
The goal of this five-year activity is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improving equitable access to high-quality HIV service delivery at public health facilities through optimized case-finding, linkage to prevention and care, and support for decentralized treatment services. Funded through the President’s Emergency Plan for AIDS Relief (PEPFAR), the REACH 95 activity aims to increase the number of people living with HIV (PLHIV) who know their status, are linked to HIV care, and receive treatment—in order to achieve the Joint United Nations Programme on HIV/AIDS (UNAIDS) 95-95-95 goals for HIV epidemic control in Ukraine.
Objectives
The REACH 95 activity is expected to achieve the following three objectives:
- Strengthen the modality mix and implementation of HIV testing services for optimized casefinding and improved linkage to prevention and treatment services in public health facilities.
- Expand quality, person-centered approaches to HIV service delivery and reduce health care provider stigma and discrimination toward PLHIV.
- Develop health care facility capacity to provide the full range of HIV services at the primary care level.
Funding Information
Subject to funding availability and at the discretion of the Agency, USAID intends to provide $19,000,000 in total USAID funding over a five-year period.
Target Groups: Target groups for this activity are members of the general population seeking public facility-based health care, with a focus on priority sub-populations. Priority sub-populations could include late presenting PLHIV, older PLHIV, “hidden” or former key populations, and risk groups emerging as a result of the Russian military invasion, including but not limited to victims of CRSV, war veterans, IDPs, and civilian responders.
Geographic Coverage: The activity will be focused on high burden oblasts and oblasts prioritized by USAID and PEPFAR in Ukraine. Initially, this is expected to include the twelve regions of Ukraine with the highest HIV rates documented prior to Russia’s full-scale invasion (Dnipropetrovsk, Mykolaiv, Odesa, Kherson, Zaporizhzhya, Kirovograd, Kyiv, Cherkasy, Chernigiv, Poltava, and Donetsk oblasts; and Kyiv City).
Eligibility Criteria
- Eligibility for this NOFO is unrestricted, except that individuals and government entities are not eligible.
- The Applicant must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful Applicant(s) will be subject to a positive risk assessment by the Agreement Officer (AO).
