The U.S. Agency for International Development (USAID), Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA), Office of U.S. Foreign Disaster Assistance (OFDA), and Office of Food for Peace (FFP), is seeking applications for a program entitled “Emergency Nutrition and WASH Rapid Response Capacity in Ethiopia” with an aim to support a well-coordinated emergency water, sanitation and hygiene (WASH) and nutrition rapid response capacity that can be triggered to respond to acute emergencies in vulnerable areas of Ethiopia, to ensure linkages between WASH and nutrition programs, and to provide specialized nutrition commodities as part of a community management of acute malnutrition package (CMAM).

- USAID anticipates providing up to $25 million in International Disaster Assistance from OFDA and up to $12 million in Title II resources from FFP over the duration of the program to support the programs or activities described herein.
- The program duration is up to 36 months from the date of award.
Eligibility Criteria
- All applicants must be legally recognized organizational entities under applicable law.
- Government of Ethiopia (GOE) law requires prior registration of a foreign or local organization in order to implement programs or conduct any business in Ethiopia.
- The applicants must provide a copy of the certification of registration and license from the Agency of the Federal Democratic Republic of Ethiopia (FDRE) with the submission package.
- Local registration is not a requirement at the time of application, but it is required prior to start of implementation of the program.
- The following types of organizations may apply for USAID funding under this APS:
- Eligible Partners: A private voluntary organization (PVO) or cooperative that is, to the extent practicable, registered with the USAID Administrator. Registration is preferred; however, unregistered applicants may apply.
- A PVO is a U.S. private voluntary organization, international private voluntary organization or a local private voluntary organization and as described in the Private Voluntary Organization Conditions of Registration on the USAID website.
- A PVO includes U.S. and non-U.S. nonprofit, non-governmental organizations (NGOs): (a) as defined in Section 402 of the Food for Peace Act; (b) as described in the PVO Conditions of Registration on the USAID website; and (c) in accordance with ADS 303.
- Non-eligible Partners: USAID will not accept applications from, or provide resources to individuals, public international organizations, foreign governments, parastatal organizations, or U.S. Government departments and agencies.
- New Partners: USAID encourages applications from potential new partners. However, awards to these new organizations may be delayed as the USAID Agreement Officer may need to undertake pre-award risk assessments as discussed in ADS 303.3.9. These pre-award risk assessments may affect implementation dates and activities; new partners should take this into account. Potential new partners might wish to consider collaborating with those organizations that have met the criteria described in the ADS in an attempt to expedite review and approval.
