The United States Agency for International Development (USAID) mission in Haiti is seeking applications for a cooperative Agreement from qualified U.S. and Non-US nongovernmental organizations to fund a program entitled “Health Service Delivery” with an aim to improve the health status of communities across Haiti.
Objectives
This will be achieved by working in close collaboration with the Ministère de la Santé Publique et de la Population (MSPP) both at the central and departmental levels to advance two interrelated objectives:
- Increase utilization of quality, essential health services in line with the MSPP’s approved Package of Essential Services (PES) at both health care facilities and community levels; and
- Strengthen local management and operational capacities to deliver health services.
Award Information
- USAID intends to provide $98,500,000 in total USAID funding over a four (4) year period. Actual funding amounts are subject to availability of funds.
- The period of performance anticipated herein is four (4) years. The estimated start date will be upon the signature of the award, on or about.
Eligibility Criteria
- U.S. and non-US nongovernmental organizations (NGOs) may participate under this NFO, including U.S. and international private voluntary organizations, local non-governmental organizations, universities, foundations, private sector entities, and non-profit and for-profit organizations.
- Organizations may submit applications individually or in partnership with other international or local organizations.
- USAID welcomes applications from organizations which have not previously received financial assistance from USAID.
- To be eligible for award of a Cooperative Agreement, in addition to other conditions of this NFO, organizations must have a politically neutral humanitarian mandate, a commitment to nondiscrimination with respect to beneficiaries and adherence to equal opportunity employment practices.
- Non-discrimination includes equal treatment without regard to race, religion, ethnicity, gender, and political affiliation.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations.
- The successful applicant(s) will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
