The United States Agency for International Development (USAID) in Kosovo is seeking applications from prospective Kosovar and U.S. organizations to fund a program entitled “Workforce Partnership” with an aim to work with USAID/Kosovo to build workforce development partnerships that address important business interests and objectives that will achieve sustainable development outcomes, results and impact.
The goal of the Workforce Partnerships program is to fund new and innovative activities that will provide new skills to out-of-work youth that are in sync with the immediate employment needs of the private sector.
Objectives
- Collaborate with the private sector to support appropriate and applicable workforce development initiatives and increase job creation and/or job placement among youth.
- Increase the number of out-of-work youth (18-35 years old) that have upgraded critical skills and work experience that meet the requirements of a changing workforce
Funding Information
- Subject to the availability of funds, USAID/Kosovo, intends to provide up to $ 1.7 million (exclusive of leveraging) in total USAID funding for the overall program.
- USAID intends to make 1-4 awards as a result of this NOFO. The dollar value of awards is expected to range from $250,000-$750,000.
- The duration of the proposed program(s)/activity (ies) should be no longer than 4 years from date of award. The anticipated start date for the award(s) is on or about March, 2017.
Eligibility Criteria
- Qualified Kosovar, international, or U.S. private entities are eligible to apply. In addition, applicants are encouraged to may include municipalities, schools, and for-profit and not-for-profit organizations as active partners in the proposed activity.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful applicant(s) may be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
- The Recipient must be a responsible entity. The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
- USAID will not accept a Concept Paper or application from individuals.
- All applicants must be legally recognized organizational entities under applicable law.
- Public International Organizations are not eligible to apply for funding under this program.
- All applications must be submitted in accordance with ADS 303. Applicants may only submit one Concept Paper.
