The United States Agency for International Development (USAID) is seeking applications from organisations to fund a program entitled “Expanding and Strengthening Family Planning Service Options in Uganda” with an aim to increase availability and access to equitable quality family planning (FP) services.
The activity will be USAID/Uganda’s flagship mechanism for providing assistance to Uganda to reach its national FP goals of reducing unmet need for and increasing use of modern contraception. USAID’s Expanding Family Planning Options program will focus on increasing FP service options and improving quality of FP services in the public and private sectors as well as building demand for modern contraception
The overall goal of USAID’s Expanding Family Planning Options is to increase utilization of equitable, quality and sustainable FP services and will be measured through progress in the following key result areas:
- Increased FP service delivery options;
- Improved quality of FP services;
- Increased demand for modern contraception; and
- Strengthened capacity to deliver FP services.
Objectives
- Increase age-appropriate information, access, and use of FP among young people ages 10–24 years;
- Promote and nurture change in social and individual behavior to address myths, misconceptions, perceived side effects, and improve acceptance and continued use of FP to prevent unintended pregnancies;
- Implement task sharing to increase access to services, especially for rural and underserved populations;
- Mainstream implementation of FP policies, interventions, and delivery of services in multisectoral domains to facilitate a holistic contribution to social and economic transformation; and
- Improve forecasting, procurement, and distribution of commodities and ensure full financing for contraceptive commodity security in the public and private sectors.
Funding Information
- Subject to funding availability, USAID intends to provide $35,000,000 in total USAID funding over a five year period.
- The ceiling for this program is $35,000,000. Actual funding amounts are subject to availability of funds.
- The entire period of performance is anticipated to be five (5) years from the effective date of award.
Eligibility Criteria
- USAID policy encourages competition in the award of Grants and Cooperative Agreements. In response to this NFO, any U.S. or non-U.S. organizations, non-profit, or for-profit entity is eligible to apply.
- USAID encourages applications from organizations which have not previously received financial assistance from USAID.
- Applicants must have established financial management, monitoring and evaluation processes, internal control systems, and policies and procedures that comply with established U.S. Government standards, laws, and regulations. The successful applicant(s) will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
- The Recipient must be a responsible entity. The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
