The United States Agency for International development (USAID) in Vietnam is seeking applications from eligible prospective Vietnam organisations to fund a program entitled “Enhanced Community HIV Link – Northern” with an aim to strengthen community HIV/AIDS services to support a sustainable national HIV/AIDS response.
The Activity will help address the USAID/Vietnam:
- Country Development Challenge: Capacity Strengthened to Protect and Improve Health and Well-being,
- Intermediate Result: Strengthened host country ownership of a sustainable HIV/AIDS response.
Goals
- Increase coverage and uptake of HIV/AIDS commodities and services among Key Populations (KPs) that contribute to achieving “90-90-90”targets of the national HIV/AIDS program
- Increase the capacity of civil society to participate in HIV/AIDS programming
- Improve the enabling environment for civil society participation in the HIV/AIDS response.
Funding Information
- Subject to the availability of funds, USAID/Vietnam anticipates awarding a single assistance award with a total estimated amount of up to $4,500,000 for the life of the project
- The period of performance anticipated herein is five (5) years as of the effective date of the award.
Eligibility Criteria
- Only Vietnamese organizations as defined below are eligible for an award under this RFA. Therefore, applications should be from qualified local, Vietnamese entities, such as private, nonprofit organizations (or for-profit companies willing to forego profits), including private voluntary organizations, universities, research organizations, professional associations, and relevant special interest associations.
- USAID defines a local organization as one that:
- Is organized under the laws of the recipient country;
- Has its principal place of business in Vietnam;
- Is majority-owned by individuals who are citizens or lawful permanent residents of the recipient country or is managed by the governing body, the majority of whose members are citizens or lawful permanent residents of Vietnam; and
- Is not controlled by a foreign entity or by an individual or individuals who are not citizens or permanent residents of Vietnam
- The Recipient must be a responsible entity. The AO may determine a pre-award survey is required to conduct an examination that will determine whether the prospective recipient has the necessary organization, experience, accounting and operational controls, and technical skills – or ability to obtain them – in order to achieve the objectives of the program and comply with the terms and conditions of the award.
- USAID will not accept applications from individuals. All applicants must be legally recognized organizational entities under applicable law. Public International Organizations (PIOs) are not eligible to apply for funding under this program. Applicants may only submit one application.
